Acknowledging what he called a “crisis,” Carney spoke at a Toronto synagogue, highlighting measures taken to address antisemitism in Canada, including changes in hate crimes laws and a council that will study the problem. 

Jewish Canadians expecting tangible action were disappointed, so why did he bother?
