The UAPIOC’s mission is to improve aerospace safety by enhancing scientific knowledge of, and mitigating barriers to the study of, Unidentified Anomalous Phenomena (UAP).

Michael F. Lembeck (B.S. '80, M.S. '81, Ph.D., '91 UIUC) is a Clinical Associate Professor in Aerospace Engineering. Dr. Lembeck has led or worked on multiple government and commercial spaceflight programs, including JPL's Galileo Jupiter Orbiter, Space Industries, Inc.'s Wake Shield Facility, Orbital Sciences' OrbView/Warfighter commercial remote sensing programs, and the Northrop/Boeing CEV and Boeing commercial crew programs.
As the Requirements Division Director for the Exploration Systems Mission Directorate at NASA Headquarters, Dr. Lembeck participated in the formulation of President Bush's Vision for Space Exploration and managed the original development of requirements for the Constellation/Orion program. Dr. Lembeck is an Associate Fellow of the AIAA and the Director of the Laboratory for Advanced Space Systems at Illinois (LASSI).

Cmdr. David Fravor is a graduate of the TOPGUN naval flight program. He was a commander of the F/A-18F squadron on the USS Nimitz when he experienced an Unidentified Anomalous Phenomena (UAP, UFO) during a routine training flight over the Pacific ocean in 2004. Video of a similar encounter has been released by the Pentagon and has been widely reported on including by the New York Times and 60 Minutes.

In 1993 he moved to Harvard University where he was tenured three years later. He is now the Frank B. Baird Jr. Professor of Science and former chair of the department. Professor Loeb also holds a visiting professorship at the Weizmann Institute of Science and a Senior Professorship by special appointment in the School of Physics and Astronomy at Tel Aviv University. Robin Hanson is associate professor of economics at George Mason University, and research associate at the Future of Humanity Institute of Oxford University. He has a doctorate in social science from California Institute of Technology, master's degrees in physics and philosophy from the University of Chicago, and nine years experience as a research programmer, at Lockheed and NASA. Robin has diverse research interests, with papers on spatial product competition, health incentive contracts, group insurance, product bans, evolutionary psychology and bioethics of health care, voter information incentives, incentives to fake expertise, Bayesian classification, agreeing to disagree, self-deception in disagreement, probability elicitation, wiretaps, image reconstruction, the history of science prizes, reversible computation, the origin of life, the survival of humanity, very long term economic growth, growth given machine intelligence, and interstellar colonization. He coined the phrase "The Great Filter", and has recently numerically estimated it via a model of "Grabby Aliens".

He started his career flying turboprops in Africa and Afghanistan, flew the Boeing 737 for four years and has been flying the Boeing 747 for the last twelve years. He's logged over 9,500 flight hours and is now a captain on the 747.
