    STORYLINE:
For countless of Cubans, the question is no longer if the power will go out, but when — forcing them to implement ingenious alternatives to sustain daily life as the island undergoes its most severe energy crisis in decades.
Electricity cuts, a problem for months, have intensified in recent weeks due to persistent fuel shortages at power plants and aging infrastructure.
With summer's rising demand approaching and no apparent solution in sight, families face a grim outlook.
In the outskirts of Havana, 45-year-old blacksmith Edinector Vázquez and her wife Idalmis Suárez resort to an oil lamp to light their house.
But Vázquez has been busier than ever, serving a growing clientele in the less affluent areas of the capital.
He makes charcoal stoves from metal scraps that he sells for around $18 — the equivalent of a Cuba... [truncated]

    SOUNDBITE (Ingles): Beckham Otieno, capoeirista:

    STORYLINE:
The death toll from devastating flooding in a market town in Nigeria’s north-central state of Niger rose to at least 200 on Sunday, a local official said.
Torrents of predawn rainfall early Thursday unleashed the devastating flood on Mokwa, nearly 380 kilometers (236 miles) west of Abuja and a major trading and transportation hub where northern Nigerian farmers sell beans, onions and other food to traders from the south.
Fatima Kontagora, a 22-year-old mother of 6, lost 4 of her children and an additional 12 family members to the flood.
“It was heartbreaking; I cried to the point where I got tired of crying. Crying will not bring them back,” she said.
On Saturday, the spokesperson for the Niger State emergency service, Ibrahim Audu Husseini, said an additional 11 people were injured and more than 3,000 people were displaced.
At least 500 households across three communities were affected by the sudden and intense flood that built rapidly in about five hours, leaving roofs barely visible and surviving residents waist-deep in water, trying to salvage what they could and rescue others.
Husseini added that two roads were washed away and two bridges collapsed.
Flooding is common during Nigeria’s wet season. Communities in northern Nigeria have been experiencing prolonged dry spells worsened by climate change and excessive rainfall that leads to severe flooding during the brief wet season. But this flood has been particularly deadly in Mokwa, a farming region near the banks of the River Niger.
In September, torrential rains and a dam collapse in the northeastern city of Maiduguri caused severe flooding that left at leas... [truncated]

"So, I'm the electrician and I've been wiring this house for the past two weeks. I came here this morning and they kicked the door open. You could see this damage to the door right here, kicked it in, kicked it in and they left the back door open, the gate open, left the window open. And I asked the neighbor, you know, what happened? She said the police kicked it in. I said, okay. So I called the homeowner who hired me to do this job here, I called him, he's been trying to ask around, call the police to figure out what happened. So we're not sure if it was the police who actually kicked it down or it was somebody else. Nothing was obviously stolen, but from what I gathered Antoine Massey was next door at 1708 and 1710 at those apartments and, you know, LSP (Louisiana State Police) and NOPD (New Orleans Police Department) was here last night and they were looking for him. Unfortunately they didn't find him"
    ++ENDS ON SOUNDBITE++
    STORYLINE:
Authorities failed to recapture escaped New Orleans inmate Antoine Massey after a search on Tuesday, an Associated Press source says.
Massey was not at the New Orleans home on the edge of the Fairgrounds and Gentilly neighborhoods, the official said, but authorities did locate clothing they believe to be his.
Tariq Aldahir, an electrician, said he arrived this morning to find the door to property he was working -- next door to where Massey had reportedly stayed at -- had been kicked in and the backdoor, gate and windows were open.
"He could have been there the whole time, he could have been there just last night, I don't know," Aldahir said. "Because I have never seen anybody come in and out that house."

The decision to reduce the reserve by 2,162 square miles (5,600 square kilometers) to almost half its original size, announced on May 30, had sparked alarm among conservationists, archaeologists, and environmental advocates.
The critic's argument was partially confirmed when the Ministry of Culture, steward of the park, also said there is mining in the area.
During Tuesday's briefing, Jorge Montero, Minister of Energy and Mines of Peru, said those with illegal mining projects in the now offloaded area "would now need to comply with the regulations to be lawful, or otherwise be suspended."
"This is a new and unexpected situation for us that we have to address," Montero said.
Critics consider this a rollback that paves the way for informal mining and weakens decades of cultural and ecological protection, while the government says the adjustment reflects updated scientific studies and does not compromise the UNESCO World Heritage status or the site's core protections.
The area in question forms part of a UNESCO-recognized World Heritage Site, home to the Nazca Lines — massive geoglyphs etched into the desert thousands of years ago — and one of Peru's most fragile desert ecosystems.
The Nazca Lines, located on the slopes of the Pacific coastal desert south of Lima, number more than 300 and include drawings of human figures, animals, plants and objects. Some are up to 270 metres long and were discovered in 1927.
It is believed that these lines, observed from light aircraft by tourists, were constructed by the inhabitants of the pre-Inca culture known as the Nazca, who lived in the area from 500 BC.
For decades, scholars have been unable to agree on the purpose of the geoglyphs. Some believe that the lines were related to astronomy and may have been a kind of calendar; others believe that the lines were related to water management, a very scarce resource in the area, where it almost never rains.
