South Africa has published a "proposed policy direction" that should allow Elon Musk's Starlink to sidestep the strict ownership requirements in the country's telecoms sector and launch in the country. Communications Minister Solly Malatsi YESTERDAY published  the changes that will allow the country's telecoms regulator, the Independent Communications Authority of South Africa - ICASA - to sidestep those strict ownership structures.
