Carmen Lazar from ARC told SBS about a project supported by the State Revenue Office which pays for offences bills issued to the public if they agree to do a voluntary work or study English at the Centre.  She also told SBS about a proposal to new refugees and migrants to move and establish themselves in the regional areas.
