After merging with On3, Rivals just released their new player rankings ahead of the fall season. The USC Trojans saw players rise and fall in the rankings, but one of the more interesting positions was at Quarterback.

USC commit Jonas Williams saw his ranking slide a bit, while another QB committed to a rival school saw a meteoric rise. Fair or foul?
