According to Human Rights Watch, the national lock-down will be most effective if carried out, not only in accordance with the law, but also hand-in-hand with the fulfillment of the government’s obligation to provide basic goods and services such as food, water, and health services to vulnerable community members. When the lock-down started, there were reports of abuses by soldiers in an effort to reinforce the lock-down, something which the minister of defense and military veterans, Nosiviwe Mapisa-Nqakula has since condemned.
