Milwaukee is not alone in this as there is a growing concern that public swimming pools across America are prone to shut down over the lack of lifeguards. Wisconsin Dells, Noah's Ark Regional Public Relations Manager, Alex Payne joins spanning the State to share how they are beating the shortage through their unique international J-1 Program.
