Vanda Felbab-Brown, senior fellow in the Center for 21st Century Security and Intelligence in the Foreign Policy program, discusses Trump's campaign rally speech in Phoenix, where he threatened to shut down the government if Congress does not approve funding his proposed border wall between the U.S. and Mexico, which she calls "foolish."
