The Spokesman Review So-Called “Truth Tester” About the New Sex Ed Law, Is Far from the Truth.
By Dawn Seaver and Jennifer Heine-Withee
SW Washington Parents’ Rights in Education
(Spokesman Review article: Truth-tester: No, sex ed will not be taught to kindergartners)
The Spokesman Review has joined the Comprehensive Sex Education (CSE) misinformation campaign following in supporters’ footsteps by providing information they want the public to have while ignoring inconvenient facts. While most parents want sex education for their children, they don’t want CSE, and they are not synonymous. According to the framework of The International Planned Parenthood Foundation (IPPF), who authored at least one curriculum on OSPI’s list, “Our approach includes an emphasis on sexual expression, sexual fulfillment and pleasure. This represents a shift away from methodologies that focus exclusively on the reproductive aspects of adolescent sexuality.”
OSPI’s Sexual Health Education Program Supervisor, Laurie Dils, stated that the optimal future of sex ed would be CSE that begins in kindergarten, is provided every year, and includes intensive instruction over a matter of weeks, if not the full year, weaving it into all sorts of content areas. While districts are not required to teach CSE to kindergartners, they can. The 3 Rs, the only K-3 curriculum on OSPI’s list, tells 5-year-olds about a “very sensitive area called the clitoris” and also gives teachers discretion to teach them about the sex act.
The controversial book on the 4th grade book list is still part of the curriculum. OSPI could have included instructions to remove that page when they updated their list in May, but they chose not to.
Your claim that districts are not allowed to include sex ed in other subjects is false. The bill stated it wasn’t the legislature’s intent to require sex ed be taught in other subjects, but it wasn’t prohibited either. In fact, an amendment that would have prevented it was rejected. The FLASH curriculum includes suggestions at the end of most lessons for integrating the information into other subjects....
And can we dispense with the notion that OSPI doesn’t “approve” curricula? What exactly do you call it when they issue a requirement to choose a curriculum on their reviewed list or one nearly identical? No other subject in the state is held to this standard.
Instead of repeating the tired claims that the curricula are age appropriate and medically accurate, share actual examples and let parents make a fully informed decision on whether they want their children to receive this type of instruction.

Parents Rights in Education is encouraging parents to Un-Enroll from their local public school. There are two reasons why you want to do this. One is practical, and the other political.
There is something very good happening because of the Chinese virus issue. As public schools self destruct, parents are waking up, across the country! We are creating Parents’ Rights Chapters in Illinois, Arizona, TEXAS and Florida. We truly believe there is going to be a dramatic shift away from public education.
With most schools having withdrawals about their China virus shutdown policies, they are not able to decide whether to offer the full menu of in person-learning, On-line live instruction, or the hybrid, so they threw it out to the communities to decide. That decision is proving to be a disaster. Parents are not fooled. They are Zoom call weary! And even though administrators have bent over backwards with clever rhetoric and marketing titles for the new programs (Ready Schools, Safe Learners, RSSL), we are not buying it. They say they care, and are listening, sharing important updates, from their instruction teams… And they hear your concerns, like struggles to choose the right RSSL option, or model. Really? Wouldn’t you say the #1 goal for families is to just get back to school the way it was?

The dilemma for all who have children in the public school system is what to do, now? Parents’ Rights in Education will not presume to dictate to all families the answer to that question.
Because every situation is different. Every student is different, and every state and school district are different. Here’s the question we are asking you. What are you willing to expose your child to? Where do you draw the line? If this were just a question of mask or no mask it would be simple, however it is so much more…
For those who follow Parents’ Rights In Education, you know we believe the heart of a school is the curriculum. With the new addition of racial teaching a la Black lives Matter and Critical Race Theory, the decision just became easier!
We have reported Oregon schools are actively supporting BLM, to the point they are encouraging parents to contribute to the organization and vote Democrat. Not only does it promote extreme political bias, it is illegal. Across the nation there is evidence of political extremism promoted by public schools.
I just received an article from one of our contacts in ARIZONA, Glenbard School District 87. Cedra Crenshaw, mother of four, has a daughter who will be starting her junior year in the fall at Glenbard South High School.
“I'm not against liberal views in the schools,” she said. “The problem is there's no balance.”
The latest offense, according to Crenshaw, is a YouTube video created by students called 'We Stand With Black Lives' that School Supt. David Larson distributed to parents and students while school buildings have been closed.
One of the links in the video's YouTube comments section belongs to what appears to be a Black Lives Matter (BLM) resource page. After taking a deep dive, Crenshaw found links to political organizations, such as the American Civil Liberties Union and Free Palestine.
“Within each of those links are dozens and dozens of other links and then those links go to dozens and dozens of other links,” Crenshaw said. “I spent about 10 hours digging. It's a huge tree of links.”
What concerned her most were links requesting contributions to fund gas masks for protestors.
“I don't know of any peaceful protesters who need a gas mask,” she said. “That's potential criminal activity.”
School district policy handbook, states political activity is prohibited under Section P2:105: ''No board member or employee shall intentionally use any district property or resources in connection with any political activity.”
In an e-mail dated June 25, Crenshaw included all of the links she’d found and demanded Larson retract the YouTube video. But she didn’t receive the compliant response hoped for.
That same day, Larson replied:
“Many thanks for taking the time to draft this note. Please understand that we on occasion send student work and projects that are artistic and creative in nature out on Glenbard News. Our understanding of the phrase Black Lives Matter was that it was a literal interpretation of the statement, not an endorsement of an organization. Know that D87 does not formally endorse non-educationally related organizations. I understand how this could be misunderstood. The attached files and videos were apparently sent out on YouTube by someone else. Please contact me should you have any future questions.”
Although Crenshaw had included members of the board of education and Glenbard school principals in her e-mail to the superintendent, they did not reply.

In January of 2019, Parents’ Rights In Education decided to share our vision, not just with Oregon parents, but parents and citizens across the nation. The K-12 public School issues are nation-wide and with the strength of numbers across the country working in a coordinated effort, using the same strategies and messaging, we can effect change. Parents’ Rights is the issue, and when we win the big battles, all parents will benefit.
We know it works because it did in Washington state. Leaders in the town of Battle Ground, Washington had been in contact with us since September of 2018, hoping to use our name and branding earlier in the year, but we held off until a plan was in place. August, 2019 PRIE affiliated our first Chapter, SW Washington Parents’ Rights In Education.
The growth was astonishing! They had a present on FB using “Citizens for Good Schools.” They quickly added members to their new FB Group under the PRIE banner. Now, the SW Washington Chapter has over 1,500 members in their FB Group, with requests to join waiting for approval.
Jennifer Heine-Withee, a wife and mother of three children is their leader. Jennifer is passionate about these issues. She is determined, organized and knows how to delegate. She teaches group exercise classes and offers them on line. he SW Washington Committee stepped up when the pressure was on. Many hands make lighter work!
This has been an eventful year and a half for parents in Washington state, focused in stoping Comprehensive Sexuality Education from becoming mandatory by state law in K-12 classrooms.
Friday, March 13th, 3,000+ people ascended on the capitol steps urging Governor Inslee to veto ESSB 5395. Coincidentally, it was the same day the governor announced the corona virus stay-at-home order. Supportive Legislators joined the throng, talking about the thousands of letters received in opposition, compared to few in support. Protestors delivered a gift basket to Governor Inslee’s office with a selection of recommended books from the OSPI approved CSE curricula including, “It’s Not the Stork”, “It’s Perfectly Normal” and “S.E.X. The All-You-Need-To-Know Sexuality Guide to Get You Through Your Teens and Twenties.” Children attending the rally sent him white flowers representing innocence. At the same time, a similar opposition rally was held in Spokane with hundreds in attendance...
The repeal of dangerous CSE will be on the ballot in November!
Referendum 90 signature drive broke a record. This is the most signatures gathered for a social issue, ever! SOS requires a minimum 130,000 valid signatures, to qualify for the November ballot.
In 7 weeks, during a pandemic and stay-at-home order, with NO paid signature gatherers, volunteers across the state gathered 266,000 signatures! That’s over 2 X’s the number of valid signatures required. I am proud to report, SW Washington Parents' Rights In Education Chapter brought in the most signatures!

I was a school bus driver for both Hillsboro and Beaverton School Districts from 2008 until early 2016. I have many stories to tell to validate the information you share to parents.
The one that stands out the most was a 3rd grade boy on my bus run from Springville Elementary. I believe this was 2014/2015 school Year. Springville is a K-8 (kindergarten through 8th Grade) School in the Beaverton School District.
One afternoon while loading my kids, one of my boys, a 3rd grader, got on. He didn’t speak and ran to the back of the bus. He appeared to be in shock. He was the first one on the bus that day, so I had just a few minutes before the bus would be filling up with children.
I tried to ask him most patiently what was wrong. He could not speak. I considered him traumatized. I would know this as I’ve done lay counseling with ministry & in churches. Plus I’ve worked in hospitals and medical offices over the years.
I asked him what was wrong. He was so distressed. This was just the sweetest boy always smiling but today he was just beyond my being able to comfort him. He could not speak. He was flushed and his face appeared swollen like someone who is oxygen deprived, needing to be able to breath. He was so upset. I gently asked him, ‘what is wrong?’ Again no answer. I said “Honey can you talk?” He couldn’t speak at all.
I finally walked to the back of the bus to try to talk to him. He was cowering down in a seat in the very back of the bus. I was greatly concerned for him. He had always trusted me and had always been such a happy boy. He looked up at me and ran into me as I stood before him. He let out the sound that I can only describe as one of scream/sob. He still had trouble with his words. He final got out the words, “They said I wasn’t a boy!”
I thought I’d heard wrong so I asked him I believe at least 2 more times what he said. He finally began to cry. He said ‘I am telling you’. I was standing up and he just ran to me and cried. I just wanted to cradle him for he was truly broken by this experience. I finally was able to ask him, "was it bullies at school?" He shook his head no. It took a while for I was in shock at seeing this poor child so damaged. He finally got out it ‘was like...a teacher’.
After asking him more questions and waiting for him to be able to put into words what happened a few more kids were loading on the bus. Another child, a girl said this boy had been pulled aside by a lady that came to school to talk to them "about who they really are." The boy shook his head "yes" and that seemed to help him try to explain to me what happened. I cannot tell you word for word, but this is what I recall him telling me.
He was pulled aside away from the other children by this "like a teacher" woman. I am not sure if this was just his class or more school students. I didn’t get all that but he was taken from a group of children that were with the Principle and Teacher. But this woman he told me of and another woman joined her - pulled him aside and blatantly told him, “He was not a boy!” They kept him from the other children and began to work on him. (My words from the descriptions he told me).
I do not remember every detail but I remember him having great difficulty and pain trying in telling me. He said he wanted to go back with the other kids and asked to leave. This boy said, "they would not let him."

The Chinese flu, along with the protests and riots have initiated a new dynamic into our mission and goals. We see the infiltration of more political agendas into public school curriculums. Now, with fall school plans emerging, parents are waking up.
School districts, which are bound by law to remain politically neutral, have gone as far as teaching radical theories to students, and recommending teachers and families vote Democrat and contribute financially to progressive groups including Black Lives Matter, and Democrat candidates. Not only is this offensive to many, it is illegal.
We have reason to believe the Oregon Education Association is putting pressure on school boards and administrators to implement this agenda. It is no secret the union contributes financially to Democrat political campaigns. They have vested interest in riling up teachers, students, and parents to back progressive issues and the Critical Race Theory now tops the list.
Sunday, I watched n interview with mark Levin and Ben Shapiro, two highly intelligent political intellectuals. Shapiro’s new book, out today, How to Destroy America in Three Easy Steps, was the focus of the interview. Shapiro make the case politics, or elections are not enough to restore our nation. We are losing the battle for he heart and sole of America on three other fronts: Philosophy, Culture, and History. This got my attention because I know the great influence K-12 public school has in preparing young people for future leadership in business and civic life. And… the way Philosophy, Culture, and History are taught, has specific influence on future generations.
A growing number of Americans want to tear down what it’s taken us 250 years to build—and they’ll start by canceling our shared history, ideals, and culture.
Traditional areas of civic agreement are vanishing. We can’t agree on what makes America special. We can’t even agree that America is special. We’re coming to the point that we can’t even agree what the word America itself means. “Dis-integrationists” say we’re stronger together, but their assault on America’s history, philosophy, and culture will only tear us apart.
Who are the dis-integrationists? From Howard Zinn’s A People’s History of the United States to the New York Times’ 1619 project, many modern analyses view American history through the lens of competing oppressions, a racist and corrupt experiment from the very beginning. They see American philosophy as a lie – beautiful words pasted over a thoroughly rotted system. They see America’s culture of rights as a façade that merely reinforces traditional hierarchies of power, instead of being the only culture that guarantees freedom for individuals.
Dis-integrationist attacks on the values that built our nation are insidious because they replace each foundational belief, from the rights to free speech and self-defense to the importance of marriage and faith communities, with nothing more than an increased reliance on the government.
This twisted dis-integrationist vision replaces the traditional “unionist” understanding that all Americans are united in a shared striving toward the perfection of universal ideals.
How to Destroy America in Three Easy Steps shows that to be a cohesive nation we have to uphold foundational truths about ourselves, our history, and reality itself—to be unionists instead of dis-integrationists. Shapiro offers a vital warning that if we don’t recover these shared truths, our future—our union—as a great country is threatened with destruction.
Why do I bring this up? It’s just another book about American ideals. Because the teaching of Marxist ideals like Equal Outcomes for all are rampant in public schools, today. It is cornerstone principle for Black Lives Matter. The Superintendant of an Oregon SD recently wrapped up her weekly video

Only nine months after the Obama policy reversal, on November 13, Alliance Defending Freedom filed a lawsuit on behalf of 6 Plaintiffs, including Parents’ Rights In Education, against DALLAS SCHOOL DISTRICT NO. 2; OREGON, DEPARTMENT OF EDUCATION; GOVERNOR KATE BROWN, in her official capacity as the Superintendent of Public Instruction; and UNITED STATES DEPARTMENT OF EDUCATION; BETSY DEVOS, in her official capacity as United States Secretary of Education as successor to JOHN B. KING, JR.; UNITED STATES DEPARTMENT OF JUSTICE; JEFF SESSIONS, in his official capacity as United States Attorney General, as successor to LORETTA F. LYNCH…
This lawsuit defends the rights of individual students to privacy in respective locker/bath facilities while on the school campus.
With no option for appeal, U.S. District Judge Marco Hernandez threw out the lawsuit. Case law cited by Judge Hernandez involved adults, not MINOR children.
Oregon law, ORS659A.403 says “school districts may provide for minor children, safety and privacy, by maintaining sex segregated restrooms and locker rooms by biological sex, and provide single stall facilities for anyone requesting alternative accommodation, without breaking any laws.”
The court adopts an overly narrow view of privacy that actually affords prisoners greater bodily privacy rights than public school students! The court places the interests of one student above the privacy, dignity and safety of all students; ignoring the reality that most people do not want to be in private facilities with members of the opposite sex.
The court acknowledges students’ anxiety at exposing their bodies to members of the opposite sex, and admits the alternatives made available to all other students appear “inferior and less convenient”, but imposes those accommodations unequally on the majority anyway.
Tyler Smith & Associates, Rural Business Attorneys, Canby Oregon, volunteered to take the case to the next step, with Attorney Ryan Adams arguing for our side, on July 11, 2019. As a result of Anderson’s convincing words, we were successful in gaining an opportunity for appeal to the Ninth Circuit.
On February 12, 2020 the Ninth Circuit panel issued its decision affirming the trial court in all respects.
The day we sent out a News Alert reporting on the Ninth Circuits’ decision, an email arrived from CPR-C requesting the opportunity to represent us in the event our current attorneys were not interested in taking the cast to the Supreme Court.
What PRIE considered to be a disappointment, we are confident will prove to be a golden opportunity. We are privileged to work with CPR-C, because….
"We offer representation to parents whose constitutionally protected fundamental right to direct the upbringing, care, and education of their children has been violated." CPR-C
According to CPR-C, “Seeking review from the Supreme Court is always a long shot. However, the importance of the issues raised by this case, the egregious nature of the Ninth Circuit’s decision, and the prominence of these issues throughout the country, makes this a strong candidate for the Court.”
We believe our case is National Parents' Rights issue, and CPR-C shares our conviction.

Public School Surveys are not new. My first introduction to them was in the early 1990’s when the junior high sent out a letter to parents telling us of an upcoming psychological test would be given to our children. They assured us it was optional… letter from school.
US Title 20 Code, Limits on survey, analysis, or evaluations clearly states…
No student shall be required, as part of any applicable program, to submit to a survey, analysis, or evaluation that reveals information concerning--
(1) political affiliations or beliefs of the student or the student's parent;
(2) mental or psychological problems of the student or the student's family;
(3) sex behavior or attitudes;
(4) illegal, anti-social, self-incriminating, or demeaning behavior;
(5) critical appraisals of other individuals with whom respondents have close family relationships;
(6) legally recognized privileged or analogous relationships, such as those of lawyers, physicians, and ministers;
(7) religious practices, affiliations, or beliefs of the student or student's parent; or
(8) income (other than that required by law to determine eligibility for participation in a program or for receiving financial assistance under such program),
These student surveys are ILLEGAL “without the prior written consent of the parent.”
If a student happens to take this survey without prior written consent local school districts, board members, teachers, the ODE, and the OHA will be held liable.
We oppose passage of HB4132. It is ILLEGAL, violating the the fundamental right of parents to raise, and direct the education of their children.
