Governor Jerry Brown was in San Francisco today, to sign a package of bills to help ease the state's affordable housing crisis. One of those bills will put a 4 billion dollar bond measure which would help subsidize new homes before voters in 2018. KCBS, KPIX-5, and Chronicle Insider Phil Matier explains how the bond will work.
