San Francisco's police chief has publicly acknowledged how hard it is to investigate car break-ins, which happen on average about 85-times a day in the city, according to the DA. KCBS Radio and Chronicle Insider Phil Matier says these days property crimes are pretty low on the law enforcement radar.
