San Francisco is introducing a new way to fight the rash in car break-ins: rewards. The City will give away up to $100,000 for information leading to the arrest and conviction of suspects. 

A lot of these break-ins are done in broad daylight and the suspects don't appear too concerned about being spotted. Will rewards actually lead to more arrests?
