• Gov. Josh Shapiro delivered his second budget address Tuesday, saying he would boost funding for education and mass transit -- and it would tap the state's surplus.
• A former Philadelphia police officer remains in jail while awaiting his criminal trial for the shooting death of a 12-year-old boy nearly two years ago in South Philadelphia. Now the family of the boy has filed a civil lawsuit against the city and the man charged with his murder.
• A young boy is wounded and a man is in critical but stable condition after a double shooting in Southwest Philadelphia Tuesday afternoon.
• A child advocacy group in Delaware County has a new facility to help children who have experienced sexual abuse.

• A Philadelphia man is facing federal charges after he made a number of threatening phone calls and used antisemitic and Islamophobic language, prosecutors said on Monday.
• Nearly a dozen towns in Gloucester and Salem counties have ditched private trash collection companies for shared services as a way to reduce costs.
• The Philadelphia Eagles will be the host team for the NFL's first regular-season game in Brazil on Friday, Sept. 6.

• A new controversy at University of Pennsylvania related to claims of antisemitism. This time, a lecturer is facing heat over political cartoons critical to the Israel-Hamas war. Penn’s president calls them “reprehensible,” but the artist is defending his work.
• Philadelphia City Council is reviving its push against corner liquor stores, known as stop-and-go’s. It comes after the recent shooting of a Philadelphia police officer, who returned fire and killed 28-year-old Alexander Spencer. 
• A  new exhibition now open at Camden County College showcases the impact Black athletes had on baseball. 

The KYW Newsradio All-Local for Monday, Feb. 5, 2024 (Morning Edition):

• The 2026 FIFA World Cup final will take place in North Jersey and Philadelphia is scheduled to play host for six matches of its own.
• After collecting public comments, New Jersey state parks officials have released a proposed vehicle usage map for people to access Wharton State Forest.
• The Philadelphia Museum of Art has begun its month-long slate of events to celebrate Black History Month with a family festival.

• A section of I-95 Northbound from South Philadelphia to Penn's Landing is closed through the weekend because of demolition.
• Police are investigating a Friday armed robbery at the Cherry Hill Mall.
• A video of Philadelphia students fighting outside a Bridesburg high school, including students stomping on a 16-year-old's head, has been circulating online, and now the school is responding. 
• Philly’s first Black-owned brewery has opened its doors in University City. Two Locals, at 37th and Market streets, is the dream of two homebrewers come to life.
• LGBTQ students in Philadelphia have a new resource for scholarships in higher education, thanks to a nonprofit business and a community college.
