Parliament is back in full swing from today (Tuesday 16th August) as MPs are returning from the ten-week constituency period following the local government elections. The NCOP will hold a debate about Women's Day this week, while the National Assembly Rules Committee is meeting this afternoon to finalise some of the guidelines on the rules. The Eastern Cape's Nelson Mandela Bay Metro is still up for grabs and political parties are looking for alliances to form a coalition government. The big guns, the ANC and the DA who both failed to secure a majority of council seats, are negotiating with prospective alliance partners. The DA has been allocated 57 seats and the ANC 50. Zambia's opposition parties want a vote recount in the capital Lusaka's constituencies citing irregularities in the presidential vote. Last Thursday Zambians voted in presidential and parliamentary elections as well as in a constitutional referendum. The oppostoion says the polls have been fraught with irregularities. ANC leadership has accepted collective responsibility for the party's poor performance in municipal elections. The Communications Workers' Union says there will be a total shutdown at Telkom as its members down tools today. The union says workers need a cost-of-living inflation linked salary increase. This comes as an illegal strike at Eskom was resolved last week, while petroleum sector workers belonging to union Ceppawu have been on strike since the beginning of the month. The South African Union of Students has threatened to embark on a national strike at various universities from today (monday 15 August). This come after Higher Education Minister, Blade Nzimande, indefinitely postponed the announcement of university fees for next year. A leader of the Pan Africanist Student Movement, Kaizer Festile, accused the minister of using underhanded tactics and warned of a full-scale revolt by students.
