This week's case is about the systematic failure of the Cleveland police department in the late 1990s through 2009. A serial killer was able to roam free, attacking the vulnerable women in his Mount Pleasant neighborhood. Several women escaped from the brutal assaults and named convicted rapist, Anthony Sowell Jr, as their attacker to the police, yet he was not arrested for months.
