Joshua Norton became Emperor Norton I during the chaos of California's Gold Rush, when San Francisco was a lawless boomtown filled with abandoned ships and fortune seekers. When he died in 1880, more than 10,000 people lined the streets for his funeral—more than most actual presidents received.
