Since the 2012 Delhi rape-murder, politicians have been promising fast, effective action against perpetrators. But, lacking proper training and equipped with overstretched forensic resources, investigators often take shortcuts. That’s led to a disturbing rise in cases where there are doubts if it is the perpetrators who are in jail.
