Gandalf acknowledges that it did take too long, but at least Sauron was even slower on the uptake. Gandalf talks about his consultation with Saruman and his trip to Dol Guldur and facing the necromancer. Saruman refuses to believe that Bilbo’s ring is the One Ring. Does Saruman blame/credit Ulmo for the “disappearance” of the ring into “the sea” in his passive conjecture?
