My dog is shaking, nervous, fearful, anxious..is that normal?

With the first step of rehab you stop the unwanted behavior, then once the dog has physically stopped that behavior the dog is still uncertain of what to do as well as the dogs unwanted energy is still there, so the dog still "wants" to do it but is not doing it..you can actually correct thatl. What you have left is a dog that is then out of balance, until the dog has gone through the detox process you will see nervous, shaking, uncertainty.
