Edition No63 | 23-11-2024 - Documents from the first weeks of Putin’s
invasion have been obtained by Russian investigative unit Systema. They
reveal aspects of the plan to render post-war Ukraine powerless. Russia
seems to have embarked on its war, with a ‘pre-baked’ “peace agreement”
to impose upon a defeated Ukraine. One also presumes with the Ukrainian
government decapitated and its leaders either captured or killed.

The document contains a list of conditions for a ceasefire and peace
agreement. It was presented to Ukraine’s delegation during the third
round of talks in Belarus on March 7, 2022. Systema received the
document from a Ukrainian source familiar with the course of the
negotiations and a source from the Russian side verified its
authenticity. I have no way to corroborate this but share the contents
while advising people to remain healthily sceptical.
The document consists of six pages containing a draft agreement of 18
articles that touch on a wide range of issues. The Ukrainian delegation,
led by Verkhovna Rada deputy Davyd Arakhamia, met with a Russian team
led by Putin aide Vladimir Medinsky. The proposal includes requirements
for Ukraine’s neutrality, border placement, and humanitarian concerns
such as language, religion, and history. The proposal was written before
Russia’s annexation of four Ukrainian regions in September 2022 and
doesn’t include the Kherson and Zaporizhzhia.
The initial version of the “peace agreement,” includes terms that would
be impossible for any free Ukrainian government to accept. Only
politicians with a gun to their heads might be inclined to agree to such
terms, which in effect, amount to the dissolution of the Ukrainian
state, and to rendering it completely vulnerable to subsequent attack or
demands by Russia.
- Near-total disarmament of Ukraine under Moscow’s supervision
- Isolation from Western assistance and participation in bodies such as
NATO and EU
- Long-term stationing of Russian troops on territories captured in
war’s first weeks
Some of these demands remained unchanged throughout the entire
negotiations process. From what we know, the Ukrainian delegation only
tentatively agreed to one of Russia’s key demands, to become a
“permanently neutral state” that would never join NATO or allow foreign
troops to be stationed on its territory.
