The Elk River School District (ISD 728 in Minnesota) censured two of its newly elected board members for such crimes as asking questions, talking to staff, and holding town halls.

Yes, each of those things is apparently prohibited by "policy." The district paid a law firm with taxpayer dollars to investigate these "violations."
