    Guest Biography:
    Cesar Jaramillo’s work has focused on such program areas as nuclear disarmament, outer space security and conventional weapons control. As an international civil society representative, Cesar has addressed, among others, the UN General Assembly First Committee (Disarmament and International Security), the UN Conference on Disarmament, the UN Committee on the Peaceful Uses of Outer Space (COPUOS), as well as states parties to the Nuclear Non-Proliferation Treaty (NPT) and to the Arms Trade Treaty (ATT). He has also given guest lectures and presentations at academic institutions such as the National Law University in New Delhi, the China University of Political Science and Law in Beijing, and the University of Toronto. An occasional columnist on matters of disarmament and international security, Cesar graduated from the University of Waterloo with an MA in global governance and has bachelor’s degrees in honours political science and in journalism. Prior to joining Project Ploughshares, Cesar held a fellowship at the Centre for International Governance Innovation (CIGI).

From 1995 to 2001 he was also Executive Producer News Specials for CBC Television, responsible for all national news specials and federal and provincial election and election night coverage during those years. 
    * Peter Donolo  is a senior adviser to H+K’s senior management and to its clients – focusing on strategic communications and public engagement. . Peter was most recently special adviser to the Ontario government on intergovernmental affairs and communications. He is the longest-serving prime ministerial director of communications in Canadian history (to Prime Minister Jean Chrétien), served as a senior executive in the private and public sectors, and also represented Canada abroad as a senior diplomat.
    * Ian Brodie is an associate professor of political science at the University of Calgary. From 2006 to 2008, Brodie worked as the Chief of Staff for Canadian Prime Minister Stephen

    Dans ce nouvel épisode de Conseils de sécurité, Sarah-Myriam parle avec Thomas de son nouveau livre, "Le Yémen en guerre", publié récemment aux Presses de l'Université de Montréal. Il explore les causes et les conséquences de la guerre qui fait rage au Yémen depuis 2015. Il analyse en particulier l’internationalisation de cette guerre, ou comment des puissances extérieures ont profité de la faiblesse de l’état central pour faire du pays un théâtre de leurs affrontements. Thomas explique en quoi il s'agissait, initialement d’un conflit domestique entre le mouvement houthiste et le gouvernement central.
