The Role of the International Community - Global organizations, including the United Nations and humanitarian NGOs, have indirectly supported the hostile status quo by empowering non-state actors like Hamas. Mor criticizes these bodies for exacerbating rather than mitigating conflict, enabling militias to exercise power without responsibility.
