Preparing the Government for Future Shocks is a new report written by Tony Scott in collaboration with the IBM Center for the Business of Government, the IBM Institute for Business Value, the National Academy of Public Administration, and the Centro Studi Americani.  The report outlines four action steps designed to help build cyber resiliency that resulted from two international round-table discussions of experts.

Sandwiched between a discussion of the Professional Services Council annual conference, the release of the biennial GAO High Risk List, and a look at the week ahead, the GovNavigators talked with Independence Hydrogen's urbane CFO, Owen Barwell.

Owen walked Robert Shea and Adam Hughes through the journey from problem identification, study, and policy shaping to solution development using Independence Hydrogen's veteran-run effort to provide communities access to affordable, low-carbon hydrogen as an example.

With Congress still out of session for a district work period, Robert and Adam discuss a pretty hefty week in government management news, including an OMB regulatory process overhaul, a nastygram from the Department of Labor Inspector General to states, and whether IRS Commissioner Danny Werfel has seen Brewster's Millions (the Richard Pryor version).
