On Tuesday of last week, Trump sent out a letter ordering a freeze on all federal aid spending, slashing everything from Medicare to school lunches. Then, two days later, he rescinded the letter. This is a perfect example of the Trump governing philosophy, which is "chaos for chaos' sake."
