Farmers are warning state border restrictions are standing in the way of a golden opportunity to rebound from one of the worst droughts on record.

Two weeks ago National Cabinet committed to developing a country wide solution to agriculture's border crossing issues by today.

But a plan still hasn't been agreed to.

In a true test of National Cabinet, New South Wales will present an Agriculture Workers Code today detailing how workers and machinery can freely move between states in a covid safe manner.

The proposed code includes:

- Declaring agriculture an essential sector

- Allowing the free movement of workers involved in agriculture across all state and territory borders

- Requires all workers to self isolate when not performing a critical service in agriculture.

- All workers in the supply chain to have access to PPE

- Workers and farmers to keep explicit records of where they've been and who they've been in contact with.
