We are expected to have faith in our judicial system to ensure that dangerous individuals are kept off the streets. However, what happens when this system fails? What happens when it fails to protect innocent lives? This is the tragic tale of Joseph Robert Miller, a man who was arrested and imprisoned, only to be released prematurely and continue his reign of terror as a serial killer.
Joseph Robert Miller, originally known as Joseph Robert Tarczon, was born on January 15th, 1955. Shortly after his birth, he was abandoned and left at an orphanage. Fortunately, Joseph was adopted by a couple from Chicago who changed his last name to Miller to match theirs.

However, his adoptive parents were strict disciplinarians, subjecting him to frequent beatings and other forms of corporal punishment. Unsurprisingly, this abusive upbringing left Joseph with deep-seated anger issues from a very young age.

Alongside his anger issues, Joseph also displayed criminal tendencies from an early stage in his life. As a young boy, he began engaging in petty crimes such as theft. Unfortunately, these criminal inclinations persisted into adulthood. By the time he reached twenty-three years old, Joseph had already been arrested a staggering eleven times. His criminal record included offenses such as theft, carjacking, and even sexual assault. Astonishingly, he managed to negotiate plea deals after each arrest, resulting in only short periods of incarceration.


During his early adulthood, Joseph moved around various locations, residing in Bloomington, Waukegan, and even the State of Virginia. However, at the age of twenty-three, he settled in Skokie, Illinois, where he married his wife, Marsha, and began working as a pizza delivery man. It appeared that Joseph Miller was finally on the path to becoming a productive member of society. Unfortunately, appearances can be deceiving.
