Donald Trump's attempt earlier this week to freeze all federal aid triggered chaos and confusion. As with many of the president's actions so far, it's unclear whether he even had the executive authority to make such an order. Today, the order was abruptly rescinded. But what does this tell us about Trump's strategy?
