Initially, USDA’s Animal and Plant Health Inspection Service (APHIS) Lacey Act declaration for pallets as well as boxes, crates and other solid wood packaging material included an overly burdensome reporting requirement.   However, with the exception of new pallets not under load, such imports now appear to be in the clear.
