The time has come to rethink the legal fundamentals needed for the multi-billion dollar e-commerce de minimis trade.  Revising the entry statute in a flexible way that doesn’t disrupt current business models, but requires the right data and parties could keep penalties in check while balancing expediency and enforcement.
