Alena Knauss lost her husband that day, Staff Sgt. Ryan Knauss. Mike Foster is president of Tidewater Disaster Response and has been aiding with the rescue. He tells Anderson Cooper the biggest challenge is gaining access to the neighborhoods because of all the flooding.
