WHO's 41st Expert Committee on Drug Dependence (ECDD) recommended UN to reclassify cannabis and cannabis resin in 2018. UN agreed to vote in person in 2020. Cannabis and its resin were removed from the schedule IV since then. So far, Cannabis products have boomed to be the most promising biotechnological superstar. The annual sale of cannabis was up to 27 billion beyond BNT vaccine and Humira in 2021.

The Constitutional Court Reporter Interpretation No. 790: Punishments should be proportionate to the gravity of the crime. If someone commits the crime with minor circumstances, the punishment should be consistent with the principle of equivalent punishment in the Constitution. Otherwise, it violates the principle of proportionality in Article 23 of the Constitution. Marijuana has been legalized for medical uses in 27 countries. May we take a look at it in a different way? The first stage of decriminalization is the approval of cannabis-related drugs by the Central Food and Drug Administration

The second stage is the legalization of medical marijuana products, allowing people who hold a "marijuana card" to purchase related essential oils, lozenges, ointments and other products containing cannabidiol (CBD) from designated pharmacies.

The third stage is to enter the legal stage of medical marijuana flowers. The public can purchase the whole marijuana flower at a designated dispensary through the cannabis card and other supporting documents.

In the fourth stage, the public can buy products containing tetrahydrocannabinol (THC) and cannabis flowers at pharmacies without a certificate.

In the future, it can enter the stage of self-selling, just like the current alcohol, which can be manufactured and sold by itself without government approval.

Cannabis has been using as an endurable fiber and a medicinal plant for thousands of years. The archeologists have found the evidence high in the Pamir Mountains that people used it 2500 years ago. It originated and well spread from east Asia. Chinese and Indian ancestors described it in medical literature and regarded it as a holy tool to communicate with gods.

Cannabis became a devil due to the criminalization and discrimination of the US government after Mexican–American War. US also urged UN to ban Cannabis worldwide by the adoption of a Single Convention on Narcotic Drugs in 1961.

In Taiwan, Cannabis (Marijuana) was notorious and was listed in the Category II Narcotics. However, California has decriminalized it by the Compassionate Use Act in 1996. World Medical Association announced that Cannabis should be legally used in Medical treatment in 2017. In Canada, it has been legal for both recreational and medicinal purposes in 2018. The UN‘s Commission for Narcotic Drugs voted to remove “cannabis and cannabis resin” for medicinal purposes from Schedule IV in 2020. Cannabis research bill approved in US Congress on April 1, 2022. US Senate held historic first hearing on marijuana on July 26, 2022.

Is Marijuana (Cannabis) a narcotic drug or a medicine during COVID-19 pandemic?

Cannabis, also termed Marijuanas, was a widespread medicine. It was criminalized in 1937 in USA but accepted as a medicine in California in 1996. The famous French cuisine- Foie gras, is made of the fatty liver of a goose or duck. People who develop fatty livers with two main causes, alcoholic and non-alcoholic.
