Overnight it's emerged that the man accused of fatally shooting two police officers in Victoria, Dezi Freeman, is a self-identified "sovereign citizen". 

It's a growing anti-government movement, formed by people who reject the authority of the legal system.

Early iterations were almost laughed off, but is this ideology becoming a more serious threat to public safety and the rule of law?
