Illinois closed its fiscal year with a record $54 billion in revenue—$717 million over budget. Strong personal income tax growth led the gains, but officials warn federal cuts could pressure next year’s finances. Comptroller Mendoza added to the state’s rainy day fund and plans early pension payments.
