Around 1050 bce, the Chou/Zhou conquered the Yin Shang and established the Chou dynasty. The founder of the dynasty, King Wu, died and left his kingdom to his son, who was just a boy. The boy became the king Ch’eng/Cheng, and was ably assisted by two wise counselors. Remnants of the Shang revolted and were quelled. The King learned that when a King speaks, there is no joking.
Any person in an official capacity has to be responsible for their words, and cannot pass gaffs off as ‘a joke.’
