It shouldn't surprise you to learn his biggest obstacle is corruption that starts at the top of the local government.
In fact, he's even had to wear a bulletproof vest on the job!
Once again, we have living proof that the state is never a good solution to any problem. Government officials will never care about solving homelessness as long as they can use it as an electoral platform and a source of funding.
