Infants were part of the sacrifice offered to Baal and to other false gods. They were targeted by the wicked King Herod in order to stop the King of the Jews and it's been advanced by wicked, dictatorial governments throughout history. In the U.S. we try to whitewash the practice with terms like "reproductive health" or "choice," but just because the methods and terminology have changed, the bottom line is that what's happening to the pre-born today is no different from that of pagan civilizations of the past.
