Scott, a drone pilot from North Carolina regularly flies the Phantom 4 Pro V2 for construction jobs. Does he need to notify the public before he sets flight? Also, a typical construction site is bustling with people and activity. So, should Scott go through the hassle of acquiring a Part 107 waiver since he will be flying over people?

While this may not be a legal requirement, will informing the public help conduct safer operations?
