Baton Rouge has been deemed the serial killer capital, and rightfully so. For more than a decade, starting in the 90's, Derrick Todd Lee terrorized women across the Baton Rouge area. What started as peeping into their windows eventually turned much worse. It would take an entire task force and science to bring this dirtbag to justice.
