Witzburg calls the for the city of Chicago to have a “robust and transparent and predictable” police disciplinary system that instills trust in both the public and the police department. The “staggeringly complex disciplinary system” Witzburg explains, renders it opaque, both to the public and to members of the police department. And it’s this opaqueness that creates some “fairness challenges.” “So long as police disciplinary proceedings” Witzburg continues “are visible to the public, that is the most important question. Which forum they take place in is in my mind, less important when fostering public trust.”
