They are confronting a vicious cycle of failed policies and lack of resources that emboldens the cartels to outmaneuver them at every turn. They are assaulted, yet few of those they catch are ever prosecuted. He also explains how Congress is making their lives worse by funding more humanitarian care at detention centers, thereby draining more agents, without giving them more resources for enforcement, countering cartels, or giving ICE more funding for beds and repatriation.
