Economist Ian Parry has championed the idea of carbon pricing long before it was fashionable- or even considered feasible by more than a handful of countries. Parry is the principal environmental fiscal policy expert in the IMF Fiscal Affairs Department and has made it his mission to present- on behalf of the institution, the benefits of incorporating climate risks into the cost of doing business through a carbon tax.
