On Monday, Carolina Panthers star CB Jaycee Horn was designated to return from IR, opening his 21-day window to be activated. Horn has missed the past eight games due to a hamstring injury suffered in Week 1. When healthy Horn has proven to be a difference-maker. The issue is Horn has rarely been healthy during his Panthers career. Julian Council ponders whether Horn can make enough of an impact in the second half of the season to secure his future in Carolina.
