Sorry, Halloween fans.  You're not allowed to celebrate your favorite holiday any more.  Why?  Because black people don't believe in it.  If you're a black person, this may come as a surprise to you, but it's true.  At least, according to some school board in Seattle.  Take it up with them.  And while you're there, try to figure out where all these corpses and burned out buildings are coming from, because according to the local politicians, there is no crime.  Very mysterious.
