プハラの町は豊かな川と魚に恵まれた町です。

「火薬を使って鳥をとること」と「毒もみをして魚をとること」を禁じており、毒もみをするものを押えることを警察は一番大事な仕事としているほどでした。

ある日、新しい警察署長さんがやってきます。

そんな時に国で禁止されている「毒もみ」によって魚が次々と死ぬ怪事件が起こります。
