東京都中央区にある「築地市場」は、世界有数の規模を誇る公設の卸売市場である。

施設の老朽化や、取扱数量の増加などに伴い、石原慎太郎都政の下、2004年に「豊洲」への移転が策定された。

「豊洲」の移転先は、東京ガスの施設があった場所で、土壌が汚染されている場所であることは初めから明らかだった。

そのため安全性をめぐって反対する動きもあったが、推進派に押し切られるかたちで新市場の建設は進み、2016年11月には移転が行われることになっていた。

ところが、この移転を遂行するはずだった舛添要一都知事が、数々のスキャンダルで辞任に追い込まれたことにより、事態は大きく変化する。

「都民ファースト」のスローガンを掲げて圧勝した小池百合子氏が、就任後、「豊洲」移転に「待った」をかけたのだ。

土壌や水質の安全性が疑われるまま移転はできないとして、「豊洲」への移転延期、再調査が命じられた。

はじめは楽観的に見ていた人も多かったが、衝撃的な調査結果が次々と明らかにされ、東京都のみならず日本中が騒然となった。

特に、土壌汚染対策として行われたはずの「盛り土」が行われておらず、地下には空洞ができ、有害物質を含む地下水が貯まっていることは大きく取り上げられた。

これに対する都の説明が二転三転したことにも、人々は大きな不信感を抱いた。

そして2017年1月、地下水から環境基準の79倍に上るベンゼンなどの有害物質が検出されたことが明らかとなる。

ついに都議会は、こうした一連の問題に対する真相を究明し、責任の所在を明らかにするため、百条委員会を開くことを全会一致で決定するに至った。

議会での真相究明も重要だが、もっとも深刻なのは、「豊洲」への移転延期によって生じた築地業者への補償をどのように行っていくかである。

それに加えて、「築地」の老朽化にどう対応するか、「豊洲」の施設をどうするか等々、喫緊の課題が山積している。

しかし、その根幹にあるのは「食の安全」に対する問題であるから、慎重な対応が必要であることはいうまでもない。

とうきょうとちゅうおうくにある「つきじしじょう」は、せかいゆうすうのきぼをほこるこうせつのおろしうりしじょうである。

しせつのろうきゅうかや、とりあつかいすうりょうのぞうかなどにともない、いしはらしんたろうとせいのもと、2004ねんに「とよす」へのいてんがさくていされた。

「とよす」のいてんさきは、とうきょうガスのしせつがあったばしょで、どじょうがおせんされているばしょであることははじめからあきらかだった。

そのためあんぜんせいをめぐってはんたいするうごきもあったが、すいしんはにおしきられるかたちでしんしじょうのけんせつはすすみ、2016ねん11がつにはいてんがおこなわれることになっていた。ところが、このいてんをすいこうするはずだったますぞえよういちとちじが、かずかずのスキャンダルでじにんにおいこまれたことにより、じたいはおおきくへんかする。

「とみんファースト」のスローガンをかかげてあっしょうしたこいけゆりこしが、しゅうにんご、「とよす」いてんに「まった」をかけたのだ。

どじょうやすいしつのあんぜんせいがうたがわれるままいてんはできないとして、「とよす」へのいてんえんき、さいちょうさがめいじられた。

はじめはらっかんてきにみていたひともおおかったが、しょうげきてきなちょうさけっかがつぎつぎとあきらかにされ、とうきょうとのみならずにほんじゅうがそうぜんとなった。

とくに、どじょうおせんたいさくとしておこなわれたはずの「もりど」がおこなわれておらず、ちかにはくうどうができ、ゆうがいぶっしつをふくむちかすいがたまっていることはおおきくとりあげられた。

これにたいするとのせつめいがにてんさんてんしたことにも、ひとびとはおおきなふしんかんをいだいた。

そして2017ねん1がつ、ちかすいからかんきょうきじゅんの79ばいにのぼるベンゼンなどのゆうがいぶっしつがけんしゅつされたことがあきらかとなる。

ついにとぎかいは、こうしたいちれんのもんだいにたいするしんそうをきゅうめいし、せきにんのしょざいをあきらかにするため、ひゃくじょういいんかいをひらくことをぜんかいいっちでけっていするにいたった。

ぎかいでのしんそうきゅうめいもじゅうようだが、もっともしんこくなのは、「とよす」へのいてんえんきによってしょうじたつきじぎょうしゃへのほしょうをどのようにおこなっていくかである。

それにくわえて、「つきじ」のろうきゅうかにどうたいおうするか、「とよす」のしせつをどうするかとうとう、きっきんのかだいがさんせきしている。

しかし、そのこんかんにあるのは「しょくのあんぜん」にたいするもんだいであるから、しんちょうなたいおうがひつようであることはいうまでもない。

Tsukiji Market, located in Chuo-ku, Tokyo, is the world’s largest public wholesale market.

As the market’s facilities began to age, and the amount of products being handled continued to increase, an agreement was formulated in 2004 under Shintaro Ishihara’s administration that the market would move to the ward of Toyosu.

It was known from the beginning that Toyosu was a place where Tokyo Gas facilities were located, and that the soil was in fact contaminated.

As a result, there was also a movement to oppose the relocation for safety reasons. However, the construction of the new markets proceeded, pushed forward by promoting and sponsoring groups, and relocation was scheduled to be carried out in November 2016.However, when governor Kazuichi Masuzoe, who was initially supposed to have carried through the relocation, was forced to resign due to numerous scandals, the situation changes dramatically.

Ms. Yuriko Koike, the succeeding governor who won victory with the slogan ""Tomin First"" (ie. “Tokyoites First”) took over, and halted the relocation to Toyosu after taking office.

She said the relocation needed to be re-examined, stating that the move could not occur while the safety of the soil and water quality was still being suspected.

Many people were optimistic at first, but shocking survey results were soon revealed in quick succession, and the situation became turbulent, not only in Tokyo but all throughout Japan.
