The system of prostitution imposed and enforced by the Japanese military during its wartime occupation of several countries in East and Southeast Asia is today well-known and uniformly condemned. Transnational activist movements have sought to recognize and redress survivors of this World War II-era system, euphemistically known as "comfort women," for decades, with a major wave beginning in the 1990s. However, Indonesian survivors, and even the system's history in Indonesia to begin with, have largely been sidelined, even within the country itself.

In Systemic Silencing: Activism, Memory, and Sexual Violence in Indonesia (U Wisconsin Press, 2023), Katharine E. McGregor not only untangles the history of the system during the war, but also unpacks the context surrounding the slow and faltering efforts to address it. With careful attention to the historical, social, and political conditions surrounding sexual violence in Indonesia, supported by exhaustive research and archival diligence, she uncovers a critical piece of Indonesian history and the ongoing efforts to bring it to the public eye. Critically, she establishes that the transnational part of activism surrounding victims of the system is both necessary and fraught, a complexity of geopolitics and international relationships on one hand and a question of personal networks, linguistic differences, and cultural challenges on the other.

In The Politics of Language Oppression in Tibet, Gerald Roche sheds light on a global crisis of linguistic diversity that will see at least half of the world's languages disappear this century.

Roche explores the erosion of linguistic diversity through a study of a community on the northeastern Tibetan Plateau in the People's Republic of China. Manegacha is but one of the sixty minority languages in Tibet and is spoken by about 8,000 people who are otherwise mostly indistinguishable from the Tibetan communities surrounding them. Recently, many in these communities have switched to speaking Tibetan, and Manegacha faces an uncertain future.

The author uses the Manegacha case to show how linguistic diversity across Tibet is collapsing under assimilatory state policies. He looks at how global advocacy networks inadequately acknowledge this issue, highlighting the complex politics of language in an inter-connected world. The Politics of Language Oppression in Tibet broadens our understanding of Tibet and China, the crisis of global linguistic diversity, and the radical changes needed to address this crisis.

The 9/11 attacks, as well as the ones in Madrid, London, Paris and Brussels; the genocides in Nazi Germany, Rwanda and Cambodia; the torture in dictatorial regimes; the wars in former Yugoslavia, Syria and Iraq and currently in Ukraine; the sexual violence during periods of conflict, all make us wonder: why would anyone do something like that? Gervase Phillips' book Persecution and Genocide: A History (Routledge, 2024) offers an unparalleled range of comparative studies considering both persecution and genocide across two thousand years of history from Rome to Nazi Germany, and spanning Europe, Asia, Africa, and the Americas. From the collapse of the Soviet Union until late 2023, Armenia and Azerbaijan were fighting unrelenting hot and cold wars over Nagorno-Karabakh - a tiny 4,400-square-kilometre breakaway republic with a population under 150,000. That 30-year crisis ended within 24 hours in September 2023 when Azerbaijan attacked, Russian peacekeepers withdrew, and the last Karabakh Armenians left the enclave.

Reagan, Congress, and Human Rights: Contesting Morality in US Foreign Policy (Cambridge UP, 2020) traces the role of human rights concerns in US foreign policy during the 1980s, focusing on the struggle among the Reagan administration and members of Congress. It demonstrates how congressional pressure led the administration to reconsider its approach to human rights and craft a conservative human rights policy centered on democracy promotion and anti-communism - a decision which would have profound implications for American attention to human rights. Based on extensive archival research and interviews, Rasmus Sinding Søndergaard combines a comprehensive overview of human rights in American foreign relations with in-depth case studies of how human rights shaped US foreign policy toward Soviet Jewry, South African apartheid, and Nicaragua. Tracing the motivations behind human rights activism, this book demonstrates how liberals, moderates, and conservatives selectively invoked human rights to further their agendas, ultimately contributing to the establishment of human rights as a core moral language in US foreign policy.

In Reagan's Gun-Toting Nuns: The Catholic Conflict Over Cold War Human Rights Policy in Central America (Cornell UP, 2020), Theresa Keeley analyzes the role of intra-Catholic conflict within the framework of U.S. foreign policy formulation and execution during the Reagan administration. She challenges the preponderance of scholarship on the administration that stresses the influence of evangelical Protestants on foreign policy toward Latin America. Especially in the case of U.S. engagement in El Salvador and Nicaragua, Keeley argues, the bitter debate between the U.S. and Central American Catholics over the direction of the Catholic Church shaped President Reagan’s foreign policy.

The flashpoint for these intra-Catholic disputes was the December 1980 political murder of four American Catholic missionaries in El Salvador. Liberal Catholics described nuns and priests in Central America who worked to combat structural inequality as human rights advocates living out the Gospel’s spirit. Conservative Catholics saw them as agents of class conflict who furthered the so-called Gospel, according to Karl Marx. The debate was an old one among Catholics, but, as Reagan’s Gun-Toting Nuns contends, it intensified as conservative, anticommunist Catholics played instrumental roles in crafting U.S. policy to fund the Salvadoran government and the Nicaraguan Contras.

Reagan’s Gun-Toting Nuns describes the religious actors as human rights advocates and, against prevailing understandings of the fundamentally secular activism related to human rights, highlights religion-inspired activism during the Cold War. In charting the rightward development of American Catholicism, Keeley provides a new chapter in the history of U.S. diplomacy. She shows how domestic issues such as contraception and abortion joined with foreign policy matters to shift Catholic laity toward Republican principles at home and abroad.

In this episode of the Language on the Move Podcast, Brynn Quick speaks with Dr. Alexandra Grey about Dr. Grey’s book entitled Language Rights in a Changing China: A National Overview and Zhuang Case Study (De Gruyter, 2021).

China has had constitutional minority language rights for decades, but what do they mean today? Answering with nuance and empirical detail, this book examines the rights through a sociolinguistic study of Zhuang, the language of China’s largest minority group. The analysis traces language policy from the Constitution to local government practices, investigating how Zhuang language rights are experienced as opening or restricting socioeconomic opportunity. The study finds that language rights do not challenge ascendant marketised and mobility-focused language ideologies which ascribe low value to Zhuang. However, people still value a Zhuang identity validated by government policy and practice.

Rooted in a Bourdieusian approach to language, power and legal discourse, this is the first major publication to integrate contemporary debates in linguistics about mobility, capitalism and globalization into a study of China’s language policy.

This book came out in May 2021 after almost a decade of Alex’s doctoral and postdoctoral work. Her doctoral dissertation was recognised as the best dissertation on the sociology of language, internationally, through the 2018 Joshua A. Fishman Award.

Faith in Rights: Christian-Inspired NGOs at Work in the United Nations (Stanford University Press, 2024) by Dr. Amélie Barras explores why and how Christian nongovernmental organizations conduct human rights work at the United Nations. The book interrogates the idea that the secular and the religious are distinct categories, and more specifically that human rights, understood as secular, can be neatly distinguished from religion. It argues that Christianity is deeply entangled in the texture of the United Nations and shapes the methods and areas of work of Christian NGOs.

To capture these entanglements, Dr. Barras analyzes—through interviews, ethnography, and document and archive analysis—the everyday human rights work of Christian NGOs at the United Nations Human Rights Council. She documents how these NGOs are involved in a constant work of double translation: they translate their human rights work into a religious language to make it relevant to their on-the-ground membership, but they also reframe the concerns of their membership in human rights terms to make them audible to UN actors. Faith in Rights is a crucial new evaluation of how religion informs Christian nongovernmental organizations' understandings of human rights and their methods of work, as well as how being engaged in human rights work influences these organizations' own religious identity and practice.

Over the two decades since the adoption of United Nations Security Council Resolution 1325 on Women, Peace and Security, peacebuilding interventions around the globe have increasingly incorporated gender perspectives. These initiatives have used both development programs and gender mainstreaming to advance women's empowerment, with the aim of making peacebuilding more effective as well as building more stable societies and efficient economies. This goal has been manifested in a wide range of programs and projects-or "gender interventions"—including economic empowerment measures, gender quotas, gender-responsive budgeting, and legal reforms. Yet, the results have been uneven, provoking a sizable debate among scholars and practitioners seeking to explain the shortcomings and improve the outcomes.

In Building Peace, Rebuilding Patriarchy: The Failure of Gender Interventions in Timor-Leste (Oxford University Press, 2023), Dr. Melissa Johnston explains why gender interventions often fail to help those who most need them, using the case of Timor-Leste, a country subjected to high levels of peacebuilding and gender interventions between 1999 and 2017. Looking at three types of gender interventions—gender-responsive budgeting, the law against domestic violence, and microfinance initiatives—Dr. Johnston argues that these reforms have produced mixed results because they reinscribe entrenched class and gender hierarchies in their implementation.
