What has been the attraction to this program?

Obviously there is a movement afoot to make 18-year olds eligible to drive Class 8 trucks.  Secretary Buttigedge mentioned that the pilot program hasn’t had the desired enrollment - were does this put programs like this because it seems like they certainly have attraction from teens and schools.
