3. Enhancing the CPPCC’s capacity to perform its duties

加强履职能力建设是专门协商机构更好服务国家治理体系和治理能力现代化的关键所在。推动人民政协更好成为坚持和加强党对各项工作领导的重要阵地、用党的创新理论团结教育引导各族各界代表人士的重要平台、在共同思想政治基础上化解矛盾和凝聚共识的重要渠道，能力不足、本领恐慌是摆在每位委员面前的现实问题，加强学习是所有委员的重要任务，全面提升政治把握能力、调查研究能力、联系群众能力、合作共事能力是履职的必然要求。

For the CPPCC to better serve the modernization of China’s system and capacity for governance, it must improve its capacity to perform its duties. We need to make the CPPCC an important platform for upholding and strengthening the CPC’s leadership over all endeavors, for uniting, advising, and guiding representatives from all ethnic groups and sectors of society with the CPC’s new theories, and for resolving conflicts and building consensus on the basis of our shared intellectual and political foundations. Facing the very real problem of inadequate ability and the anxiety this creates, it is imperative for every member to study harder. For us to fulfill our duties, we must comprehensively boost our capacity to keep to a correct political direction, conduct surveys and research, maintain close ties with the people, and engage in cooperation and teamwork.

而作为专门协商机构的成员，提高协商能力又是担当履职最为紧迫的课题。要提高同党外代表人士协商的能力，善于做好思想政治引领工作；要提高同部门协商的能力，善于把专业意见转化为政策选项；要提高同界别群众协商的能力，善于当好反映诉求、汇聚民智、凝聚共识的桥梁纽带。

As members of a specialized consultative body, becoming experts at consultation should naturally be among our most pressing tasks. We need to enhance our capacity to conduct consultation with non-CPC representatives so that we can provide effective theoretical and political guidance, with relevant departments so that we can translate specialist input into policy options, and with people from different sectors so that we can serve as bridges for conveying demands, pooling wisdom, and promoting consensus.   

要加强培训研讨，注重实践养成，促进委员更好地运用协商规则、掌握沟通方法，做到各抒己见而又乐于互动，谋有差异而又善于求同，使建言资政更有用、凝聚共识更有效。

We need to hold more training, research, and discussion sessions for our members and put emphasis on cultivating them through practice. We will encourage our members to apply relevant rules and methods of communication for more effective consultation, so that they are able to fully express their views while engaging in amicable exchanges with others and seek common ground despite differences of opinion. This will enable them to ultimately offer more useful suggestions and build consensus more effectively.

广大政协委员要按照“懂政协、会协商、善议政，守纪律、讲规矩、重品行”的要求，知责于心、担责于身、履责于行，更好把报国之志、为民之心和履职之能结合起来，在新征程中展现政协委员的新担当。

Our members must have a thorough knowledge of the CPPCC’s role, be adept at consultation and deliberation, abide by the CPPCC’s rules and disciplinary regulations, and act with integrity. Bearing in mind our mission, we should better align our will to serve our country and people with the work of the CPPCC, so as to fulfill our duties and responsibilities and show that we are ready to shoulder new commitments on the new journey ahead.

“雄关漫道真如铁，而今迈步从头越”。让我们更加紧密地团结在以习近平同志为核心的中共中央周围，高举中国特色社会主义伟大旗帜，不断开创新时代人民政协事业发展的新局面，为夺取全面建设社会主义现代化国家新胜利、实现第二个百年奋斗目标，作出新的更大贡献！

Though the challenges facing us may have once seemed insurmountable, we are now passing over them in confident strides. Let us unite even more closely around the CPC Central Committee with Comrade Xi Jinping at its core, hold high the banner of socialism with Chinese characteristics, and continue breaking ground in the CPPCC’s cause in the new era. Let us make new and greater contributions to building a modern socialist China in all respects and to realizing the second of the Two Centenary Goals.*

三、加强专门协商机构建设提升制度效能

III. Enhancing the CPPCC’s Role as a Specialized Consultative Body and Improving Its Institutional Efficiency

我国进入全面建设社会主义现代化国家的新发展阶段，对人民政协工作提出了新的更高要求。要深入贯彻习近平总书记关于加强和改进人民政协工作的重要思想，全面落实中央政协工作会议精神，加强专门协商机构建设，进一步把人民政协制度优势转化为国家治理效能。 

Our country has entered a new stage of development in which we will build China into a fully modern socialist country, and this shift puts new and higher demands on the CPPCC. It is therefore crucial that we put into practice General Secretary Xi Jinping’s important ideas on improving CPPCC work and the guidelines of the Central Conference on CPPCC Work, so that the CPPCC will grow stronger in its role as a body dedicated to consultation and be in a better position to further translate its institutional strengths into effective governance of our country.

（一） 深刻把握专门协商机构的制度优势。

1. Grasping the CPPCC’s institutional strengths

专门协商机构综合承载政协性质定位，是国家治理体系的有机组成部分，是中国共产党领导中国人民发展社会主义民主、开辟“中国之治”的重要制度设计和独特治理平台。

The CPPCC is, by nature, a body dedicated to consultation. As an integral part of China’s governance system, the CPPCC has served as a unique platform and an important institution for the CPC as it has led our people in developing socialist democracy and a Chinese approach to governance.

要通过深刻理解70多年来我国社会主义政治制度的成功实践，深刻理解去年以来抗击新冠肺炎疫情、决战脱贫攻坚、应对重大风险挑战的奋斗历程，从中体悟社会主义协商民主的建设性和优越性，切实增强政治判断力、政治领悟力、政治执行力。

We should review the success of China’s socialist political system over more than seven decades, as well as the great efforts made over the past year to combat Covid-19, eradicate poverty, and respond to major risks and challenges, in order to fully appreciate the strengths and constructive nature of socialist consultative democracy. This will allow us to improve our judgment, comprehension, and ability to take action with regard to political issues.

要不断丰富有事好商量、众人的事情由众人商量的制度化实践，运用人民政协同心同向的政治优势、凝心聚力的团结优势、平等协商的民主优势、人才荟萃的智力优势、协调关系的功能优势、联系广泛的界别优势，促进根本利益的一致性和智慧、力量的广泛性相结合，推动集中力量办大事和集思广益商量事相统一，为坚持和加强党的领导、实现中华民族伟大复兴的历史使命筑牢思想基础和社会基础。

We must constantly enrich the institutional practice of the principle that the people’s affairs should be discussed by the people themselves, and leverage the strengths as a force that draws energy together and channels it toward a common political cause, a democratic platform that enables discussion on an equal footing, an intellectual reservoir of talent and expertise, a tool for coordinating relations, and a conduit for maintaining extensive contacts with different sectors of society. By doing so, we will be able to channel our vast and varied knowledge into our shared fundamental interests and integrate our pooling of ideas through discussion with our pooling of energy behind major undertakings, thus building solid intellectual and social foundations for upholding and strengthening the CPC’s leadership and accomplishing the historic mission of national rejuvenation.

（二） 不断完善专门协商机构工作制度。

2. Continuing to refine the CPPCC’s working systems

十三届全国政协以来，已制定修订重要工作制度77项，初步构建以政协章程为基础，覆盖协商履职、组织管理、队伍建设等的制度体系。要坚持实践导向，及时总结完善网络主题议政、委员读书交流、社情民意恳谈、联系界别群众等实践中的创新举措和有效做法，形成新的制度规范。

Since the convocation of the 13th CPPCC National Committee, we have formulated or revised 77 major working systems and established a preliminary framework of systems based on the CPPCC Charter, which covers consultation, the performance of duties, organization and management, and personnel development. Continuing to follow a practical approach, we should promptly review and refine new and effective methods that have been developed in the course of our work, such as online deliberations on state affairs, reading clubs, discussions on social conditions and public sentiment, and contacts with people from various sectors, and design new systems and regulations on this basis.

要培育协商文化，秉承中华优秀文化传统，深化政协协商实践，把同心同德、群策群力、求同存异、兼收并蓄、平等包容等理念融入政协制度建设和运行之中，更好彰显专门协商机构的性质定位和特色优势。

In developing the CPPCC’s culture of consultation, we should enrich our consultative practices by drawing on the fine traditions of Chinese culture. We should see to it that Chinese values, such as coming together for a common purpose, relying on collective solutions and joint efforts, and pursuing diversity, harmony, unity, equality, and inclusiveness, are all reflected in the development and functioning of the CPPCC’s systems. This will allow us to better exhibit the CPPCC’s essential characteristics and unique strengths as a body dedicated to consultation.

要严格制度执行，尊崇制度、维护制度，自觉学习和运用制度，推动协商履职郑重有序而又生动活泼地开展。要融入协商体系，促进政协协商同其他协商形式的联系配合，推动专门协商机构在国家治理体系中有效运行。

We must ensure strict compliance with all CPPCC systems. We should make conscientious efforts to become familiar with these systems, and respect, maintain, and apply them in our work. While taking consultations seriously and conducting them in an orderly fashion, we must also see that they are lively and spirited. We need to build an inclusive consultation system, coordinate CPPCC consultation with other forms of consultation, and ensure that the CPPCC operates effectively as a specialized consultative body within China’s governance system.

（三）以增进大团结大联合为目标，着力凝聚智慧力量。

3. Pooling wisdom and strength to promote great unity and solidarity

加强委员讲堂工作，总结重大专项工作委员宣讲经验，分别组织10场以上的活动，拓展传播共识渠道。鼓励委员加强同界别群众联系，深化思想政治引领，及时反映意见建议。

We will strengthen committee-member lecture programs and review our experience in conducting awareness-raising tours for major and special tasks. This year, we will host over 10 campaigns to expand channels for consensus. We will encourage our members to increase contacts with people from all social sectors, to provide them with more effective theoretical and political guidance, and to relay their opinions and suggestions without delay.

落实《中国共产党统一战线工作条例》，健全政协发挥新型政党制度优势的机制。通过界别代表人士座谈会、委员读书线下交流会、开展谈心活动等，密切同党外知识分子、少数民族人士、宗教界人士、非公有制经济人士、新的社会阶层人士沟通联络。

We will implement the Regulations on the United Front Work of the CPC and improve the CPPCC’s mechanisms for leveraging the strengths of the new model of political party system. Through meetings with representatives from different social sectors, offline reading clubs among our members, and open discussions, we will build closer connections with non-CPC intellectuals and representatives from ethnic minorities, religious groups, the non-public sector, and new social strata.

坚定支持全面落实“爱国者治港”原则，加强同港澳同胞、台湾同胞、海外侨胞团结联谊，就加强港澳青少年爱国主义教育、促进两岸经济文化交流合作等开展调研协商。举办辛亥革命110周年纪念活动，弘扬辛亥革命精神，团结海内外中华儿女共促祖国统一大业、共襄民族复兴伟业。创新疫情防控常态化条件下对外交往方式，扩大“朋友圈”。

We will resolutely support the principle that Hong Kong should be governed by patriots, strengthen unity and friendship with our compatriots overseas and in Hong Kong, Macao, and Taiwan, and conduct studies and consultations on fostering patriotism among young people in Hong Kong and Macao and promoting cross-Strait economic and cultural exchanges and cooperation. We will host activities marking the 110th anniversary of the Revolution of 1911 to keep the great spirit of the Revolution alive, and rally Chinese people both at home and abroad to promote the great cause of China’s reunification and to advance national rejuvenation. We will work out new ways of international exchange to enlarge our circle of friends in the context of routine Covid-19 control.

（四）以推进制度落实为抓手，提高工作成效。

4. Carrying out our work more effectively by ensuring the implementation of all systems

落实关于加强新时代人民政协党的建设工作的若干意见等制度规定，加强政协党组、机关党组、专门委员会分党组自身建设，召开全国政协系统党的建设工作经验交流会。坚持委员主体地位，认真实施履职情况统计、履职评价和激励、纪律约束等制度机制。

We will implement the Guidelines on Strengthening Party Building in the CPPCC for the New Era and other relevant regulations, and intensify the self-improvement efforts of the leading Party members’ group of the National Committee and the Party branch groups of its body and special committees. We will hold a national conference on Party building for CPPCC committees at all levels to exchange experience and share best practices. We will give full play to the principal role of our members and earnestly implement mechanisms for collecting data on their performance, assessing their performance and incentivizing them, and enforcing disciplinary restraints.

加强和改进提案、视察调研、大会发言、反映社情民意信息、新闻宣传等工作，召开全国政协宣传思想工作座谈会。召开“发挥人民政协专门协商机构作用”理论研讨会。做好制定加强和改进市县政协工作的意见相关工作。

We will strengthen and improve our work related to proposals, inspection tours, conference speeches, reporting on social conditions and public sentiment, and media work, and convene a forum of the National Committee on communication and theoretical outreach work. We will hold theoretical seminars on the role of the CPPCC as a specialized consultative body. We will see that effective preparations are made for the formulation of guidelines on strengthening and improving the work of municipal- and county-level CPPCC committees.

持续改进会风文风，坚决克服形式主义、官僚主义，厉行节约，努力把工作成本降下来，把工作质量提上去。深入推进机关巡视整改工作，努力建设模范机关。

We will continue to improve our meeting culture and style of writing, resolutely eliminate bureaucratism and the practice of formalities for formalities’ sake, and practice frugality in an effort to cut costs and raise efficiency. We will make greater efforts to address the problems identified by the central discipline inspection team during its inspection of the National Committee, and strive to build the National Committee into a model body.

二、2021年：聚焦“十四五”开局起步履职尽责

2. Tasks for 2021: Playing Our Part in Making a Good Start to

the 14th Five-Year Plan

2021年是中国共产党成立100周年，是开启全面建设社会主义现代化国家新征程的第一年。

In 2021, we will celebrate the 100th anniversary of the founding of the CPC and embark on a new journey to build a modern socialist country in all respects.

人民政协要坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻中共十九大和十九届二中、三中、四中、五中全会精神，立足新发展阶段、贯彻新发展理念、构建新发展格局，坚持团结和民主两大主题，围绕中共中央大政方针和决策部署贯彻落实，做好建言资政和凝聚共识工作，以高水平履职服务高质量发展，为“十四五”开好局、起好步集聚众智、汇聚众力。

The CPPCC will:

Ÿ follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;

Ÿ fully implement all guiding principles from the CPC’s 19th National Congress and the 19th CPC Central Committee’s 2nd through 5th plenary sessions;

Ÿ ground our efforts in the new stage of development, put into practice the new development philosophy, and create a new development pattern;

Ÿ uphold the themes of unity and democracy;

Ÿ focus on ensuring the implementation of the CPC Central Committee’s major policies, decisions, and plans;

Ÿ offer suggestions on state affairs and build consensus;

Ÿ maintain high-standards in the performance of our duties to promote high-quality development;

Ÿ pool wisdom and strength to ensure a good start for the 14th Five-Year Plan.

（一） 以庆祝中国共产党成立100周年为重点，强化思想政治引领。

1. Strengthening theoretical and political guidance with a focus on celebrating the centenary of the CPC

统筹运用常委会集体学习、专题座谈、委员读书等形式，加强以中共党史为重点的“四史”教育。按照中共中央统一部署，组织委员参加庆祝建党100周年系列活动，协助办好中共“八大”历史陈列展。结合政协实际做好委员宣讲、专题视察考察、理论研讨等工作。

We will study the history of the CPC in particular but also the history of the People’s Republic of China, reform and opening up, and socialism through a variety of avenues including Standing Committee group study sessions, lectures, and members’ reading clubs. In line with the overall arrangements of the CPC Central Committee, we will arrange for our members to take part in the CPC centenary celebrations, and help organize the historical exhibition on the Eighth National Congress of the CPC. We will carry out awareness-raising tours, topic-specific inspections and surveys, and symposiums and seminars in light of the practical work of the CPPCC.

通过学习教育，引导参加人民政协的各党派团体和各族各界人士，从中国共产党百年来艰苦卓绝的奋斗历程中，从中华民族站起来、富起来到强起来的伟大飞跃中，从中共十八大以来党和国家事业取得的历史性成就、发生的历史性变革中，从中国共产党领导的人民政协事业发展中，深刻理解中国共产党人的初心使命，深刻理解中国共产党是风雨来袭时中国人民最可靠的主心骨，深刻理解习近平新时代中国特色社会主义思想是实现中华民族伟大复兴的科学指南，切实增进政治认同、思想认同、理论认同、情感认同，坚定不移跟党走、携手奋进新征程。

We will make arrangements for democratic parties, people’s organizations, and public figures from all ethnic groups and sectors of society in the CPPCC to review the extraordinary course of the CPC over the past century, the great transformation of the Chinese nation from standing up to growing prosperous and strong, the historic achievements and changes in the cause of the Party and the country since the 18th National Party Congress, and the development of CPC-led CPPCC work, in order to help them acquire a firm grasp of the founding mission of Chinese Communists, and consolidate the conviction that the CPC is the anchor for the Chinese people in the face of adversity and that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is an effective guide for realizing the rejuvenation of the Chinese nation.

We will boost political, intellectual, theoretical, and emotional identification with the CPC, follow it unswervingly, and work together with it along the new journey ahead.

（二） 以服务“十四五”规划实施为主线，增强协商建言实效。

2. Ensuring more effective consultations and suggestions with a focus on facilitating the implementation of the 14th Five-Year Plan

着眼党和国家工作全局，围绕构建新发展格局、平安中国建设召开专题议政性常委会会议，就实施乡村振兴战略、应对人口老龄化等进行专题协商。

Keeping focused on the overall work of the Party and the country, we will hold special consultative meetings of the Standing Committee on how to create a new development pattern and build a Peaceful China, and organize special consultations on implementing the rural revitalization strategy and dealing with population aging.

综合运用双周协商座谈会、提案办理协商、网络议政、远程协商、对口协商、界别协商等形式，紧扣加快启动新的国家科技重大专项、高质量教育体系建设、提升产业链供应链现代化水平、保障农产品质量安全、促进文博事业高质量发展、推动民族地区多渠道就业、加强长江经济带生态保护、做好碳达峰碳中和工作、织牢国家公共卫生防护网等重要问题积极议政建言。

We will hold biweekly consultative forums, consultative meetings on the handling of proposals, online deliberations and consultations, consultative meetings with relevant Party and government departments, and sector-specific consultations, to deliberate and offer suggestions on state affairs such as accelerating the launch of major national science and technology programs, developing a high-quality education system, modernizing industrial and supply chains, ensuring the quality and safety of agricultural products, promoting high-quality development of cultural heritage programs and museums, expanding channels for employment in areas with large ethnic minority populations, improving ecological conservation along the Yangtze Economic Belt, working toward a peak in carbon emissions and carbon neutrality, and strengthening the national public health protection network.

举办专家协商会，对推动共同富裕、筑牢国家安全屏障、民族宗教政策等重大问题进行深度协商，丰富协商制度内涵。制定民主监督工作计划，重点围绕“十四五”规划实施中的重大问题开展协商式监督，助推党和国家重大部署落实。

We will invite specialists to carry out in-depth consultations on issues such as how to progress toward common prosperity, build national security shields, and implement China’s policies on ethnic minorities and religion, thereby expanding the content of the consultation system. We will formulate work plans for democratic oversight and carry out consultative oversight over major issues in relation to the execution of the 14th Five-Year Plan in order to help ensure effective implementation of the major strategies of the Party and the country.

（四）完善工作制度，推动贯彻中央政协工作会议精神走深走实。

4. Improving our working mechanisms to promote thorough and effective implementation of the guiding principles of the Central Conference on CPPCC Work

围绕新时代人民政协需要着力做好的重点工作，完善政协工作制度体系。制定全国政协协商工作规则，对协商内容形式、讨论原则、程序方式等作出规定，建立对重大战略性问题深入研究的机制，推进委员自主调研，组建参政议政人才库，提高协商工作科学化、规范化、制度化水平。

With a focus on the major tasks to which we must devote ourselves in the new era, we improved the working mechanisms of the CPPCC. We formulated the rules on the consultation work of the CPPCC National Committee, which define the scope, forms, principles, and procedures for consultation, set up a mechanism for conducting in-depth studies of major strategic issues, encouraged members to conduct research on their own initiative, and built a pool of specialists for participating in and deliberating on state affairs. These moves have provided sounder standards and institutions for our consultation work.

制定实施加强和促进人民政协凝聚共识工作意见，进一步明确凝聚共识的平台载体、工作机制、目标对象等内容，对通过政协民主协商程序和有效工作把党的主张转化为社会各界共识作出制度性安排。

We formulated and implemented the guidelines on improving our work concerning consensus building. With the platforms, working mechanisms, objectives, and targets of this work further defined, we formed institutions for translating the Party’s propositions into consensus among people from all sectors of society via the CPPCC’s democratic consultation procedures and effective actions.

修订重点提案遴选与督办办法，提高办理质量。制定实施强化委员责任担当意见，明确履职责任，坚持正向激励和纪律约束并重，鼓励委员联系和服务界别群众，表彰优秀履职委员。

We revised measures for selecting key proposals and overseeing their execution, in an effort to raise the quality of the proposal handling process. We also formulated and implemented guidelines on fostering a strong sense of responsibility among members. In addition to specifying members’ responsibilities, we have addressed the need to place equal emphasis on positive incentives and disciplinary restraints, encourage members to keep in contact with and serve people from different sectors of society, and commend outstanding members.

（五）加强自身建设，提高政协工作质量和水平。

5. Intensifying self-improvement efforts and enhancing the quality of our work

落实党对人民政协工作全面领导制度，严格督查机制，确保习近平总书记重要指示批示和中共中央重大决策部署的贯彻落实，推动人民政协更好成为坚持和加强党对各项工作领导的重要阵地。

We implemented the system of overall leadership by the CPC over CPPCC work and conducted rigorous inspections to ensure the implementation of General Secretary Xi Jinping’s major instructions and the CPC Central Committee’s major decisions and plans, thus allowing the CPPCC to better exert its role as an important platform for upholding and strengthening the CPC’s leadership over all endeavors.

完善委员履职档案、常委提交年度履职报告制度，继续对党员常委履职进行点评。安排委员分批列席常委会会议形成制度。运用全国政协十三届三次会议的经验做法，压缩常委会会议会期，持续改进会风文风。

We refined systems for keeping records on members’ performance and for annual performance reports to be submitted by Standing Committee members, and continued the practice of commenting on the performance of Standing Committee members who are also CPC members. We instituted a mechanism for National Committee members who are not on the Standing Committee to attend Standing Committee meetings in a nonvoting capacity on a group-by-group basis. Drawing on the success of our approach to holding the 3rd Session of the 13th National Committee, we shortened the length of Standing Committee meetings while also continuing to improve our meeting culture and style of writing.

提高实地调研实效，开展视频调研、问卷调查，组织优秀视察考察调研报告评选，完善协商议政成果反馈机制。落实意识形态工作责任制，加强政协新闻舆论阵地建设和管理。

We conducted more fruitful field studies in a number of ways, including video-based studies, questionnaire surveys, and report selection activities. We improved the mechanism of seeking feedback on the outcomes of consultations and deliberations on state affairs. We implemented the responsibility system for theoretical and publicity work, and enhanced our capacity for engaging in and managing news and public communication-related activities.

贯彻全国政协专门委员会工作会议精神，修订专门委员会通则，发挥联系界别、服务委员功能，专门委员会工作水平和基础性作用明显增强。

In line with the guiding principles of the conference on the work of special committees of the National Committee, we revised the general rules for special committees, and gave full play to their role in maintaining contact with people from different sectors of society and providing services to National Committee members. As a result, their competence and fundamental function in the work of the CPPCC have been reinforced.

召开地方政协工作经验交流会，推广贯彻中央政协工作会议精神的有效做法。发挥中国人民政协理论研究会作用，开展对重大理论问题研究。

We convened a national conference on work experience for local committees, during which successful practices of implementing the guiding principles of the Central Conference on CPPCC Work were shared and promoted. We gave full play to the role of the China CPPCC Theory Research Association in carrying out research on major theoretical issues.

支持中央巡视组对机关党组开展巡视，加强党风廉政建设，巩固深化“不忘初心、牢记使命”主题教育成果，建设讲政治、守纪律、负责任、有效率的模范机关。

We supported the central discipline inspection team in carrying out inspections of the National Committee’s leading Party members’ group. We intensified efforts to improve Party conduct and build political integrity, consolidated the achievements made in the campaign on the theme of staying true to the Party’s founding mission, and worked to build the National Committee into a model of political competence, discipline, responsibility, and efficiency.

We owe our achievements in the past year to the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, to the strong support of CPC committees and governments at all levels and all sectors of society, and to the concerted efforts of the participating organizations of the CPPCC, its committees at all levels, and their members and bodies. On behalf of the Standing Committee, I wish to express our sincere gratitude to all of them.

同时，我们也清醒看到工作中的不足：落实中央政协工作会议精神的工作需要进一步深入，协商能力建设需要进一步加强，凝聚共识的水平需要进一步提高，协商式监督的方式需要进一步探索。这些问题要在今后工作中认真研究改进。

At the same time, we must be soberly aware that there is still room for improvement in the CPPCC work. Greater efforts need to be made to implement the guiding principles of the Central Conference on CPPCC Work. Our capacity for consultation and consensus building needs to be enhanced. Ways of exercising consultative oversight need to be further explored. We must take solid steps to address these issues in our future work.

On behalf of the Standing Committee of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), I present this report on our work for deliberation.

一、2020年：围绕党和国家中心任务凝心聚力

2020 in Review: Pooling the Strength and Will of the People behind the Central Tasks of the CPC and the Country

2020年是新中国历史上极不平凡的一年。面对严峻复杂的形势任务、前所未有的风险挑战，以习近平同志为核心的中共中央团结带领全党全国各族人民，众志成城、艰苦奋战、化危为机，抗疫斗争取得重大战略成果，脱贫攻坚战取得全面胜利，“十三五”规划圆满收官，全面建成小康社会取得伟大历史性成就，创造了人民满意、世界瞩目、可以载入史册的新辉煌。

Last year was an extraordinary year in the history of the People’s Republic of China. In the face of grave and complex circumstances and tasks, and unprecedented risks and challenges, the Central Committee of the Communist Party of China (CPC) with Comrade Xi Jinping at its core rallied and led the entire Party and the Chinese people in uniting as one, working hard, and turning risks into opportunities. We scored major strategic success in our response to Covid-19. We secured a complete victory in the battle against poverty. We brought the 13th Five-Year Plan to a successful conclusion, and made historic achievements in building a moderately prosperous society in all respects. Our accomplishments, which have won the approval of our people and recognition further afield, will go down in history.

在中共中央坚强领导下，政协全国委员会及其常务委员会以习近平新时代中国特色社会主义思想为指导，紧扣统筹疫情防控和经济社会发展认真履职尽责，紧盯社会重大关切加强思想政治引领，紧抓专门协商机构制度建设增强工作效能，为实现“十三五”目标作出了积极贡献，专门协商机构建设展现新风貌，服务中心任务取得新成绩。

Under the strong leadership of the CPC Central Committee, the CPPCC National Committee and its Standing Committee followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly fulfilled their duties with a focus on the coordinated advancement of Covid-19 control and economic and social development, strengthened theoretical and political guidance with a view to addressing major concerns among society, and improved efficiency by enhancing the system under which the CPPCC serves as a specialized consultative body. We made proactive contributions toward realizing the goals set out in the 13th Five-Year Plan, opened up new prospects for working as a specialized consultative body, and achieved fresh success in serving the central tasks of the Party and the country.

（一）深化理论学习，夯实共同思想政治基础。坚持以党组理论学习中心组学习为引领，扎实推进全国政协党组会议、主席会议、常委会会议等集体学习，11个习近平新时代中国特色社会主义思想学习座谈小组组织学习46次，系统学习《习近平谈治国理政》第三卷，跟进学习习近平总书记最新重要讲话，专题学习中共十九届五中全会精神，持续学习中央政协工作会议精神。

1. Enhancing theoretical study and consolidating a shared political foundation

With the theoretical study group of the leading Party members’ group charting the course of study, we achieved solid results in the collective study sessions of the leading Party members’ group, the Chairpersons Council, and the Standing Committee. Eleven study groups on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era organized 46 study sessions. In these sessions, we conducted systematic study of Xi Jinping: The Governance of China III, studied General Secretary Xi’s most recent speeches, and delved into the guiding principles of the 19th CPC Central Committee’s Fifth Plenary Session, while also studying the guidelines of the Central Conference on CPPCC Work on an ongoing basis.

深入开展委员读书活动，开设“两山”理论、乡村振兴、铸牢中华民族共同体意识和数字经济、历史上的防疫等47个主题读书群，委员交流读书感想14万余人次、在线浏览超过110万人次。

We carried out extensive reading activities for National Committee members. A total of 47 reading groups were established on different subject matters, including the notion that lucid waters and lush mountains are invaluable assets, the rural revitalization initiative, the need to build a strong sense of community for the Chinese nation, the digital economy, and the history of epidemic control. More than 140,000 reflections on readings were shared by members, receiving over 1.1 million views online.

推动理论学习和读书成果转化，通过政协信息、读书简讯、活页文选等编报重要意见建议，通过新媒体等面向社会传播共识，推出的学习民法典系列专栏，点击量达6000万，实现委员自我教育、协商交流和引领界别群众相促进，以“书香政协”助推“书香社会”建设。

We made progress in applying the results of our theoretical study and reading activities. We publicized National Committee members’ important opinions and suggestions through news bulletins, reports on reading activities, and leaflets containing selected articles; and disseminated consensus through new-media platforms. The online column on studying the Civil Code got 60 million hits. In this way, we promoted self-teaching, consultation, and discussion among CPPCC members, which enabled them to give better guidance to different social sectors. Our reading activities have helped foster a culture of reading both within the CPPCC and in society at large.

通过持续学习，进一步筑牢增强“四个意识”、坚定“四个自信”、做到“两个维护”的思想根基，人民政协作为用党的创新理论团结教育引导各族各界代表人士的重要平台，作用得到了更好的发挥。

Through continuous learning, we have enhanced our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; increased our confidence in the path, theory, system, and culture of socialism with Chinese characteristics; and stiffened our determination to uphold General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole, and to uphold the CPC Central Committee’s authority and its centralized, unified leadership. The CPPCC has thus been able to better fulfill its role as an important platform for uniting, advising, and guiding representatives of all ethnic groups and sectors of society with the innovative theories of the CPC.

（二） 深入协商履职，服务疫情防控和经济社会发展。

2.  Fulfilling our consultative duties more proactively and contributing to the Covid-19 response and economic and social development

贯彻中共中央决策部署，组织政协各参加单位、各专门委员会、各界委员迅速投身抗疫斗争。围绕完善重大疫情防控机制、复工复产等，积极助力“六稳”工作，促进落实“六保”任务，通过会议座谈、委员移动履职平台等协商建言，建立快速通道报送《每日社情》249期、提案699件，为中共中央科学决策和推进各有关部门工作落实提供参考。

Acting on the decisions and plans of the CPC Central Committee, we promptly engaged the participating organizations of the CPPCC, its special committees, and members from different social sectors in the fight against Covid-19. Working to improve major epidemic prevention and control mechanisms and facilitate the resumption of production and business operations, we actively supported the efforts to ensure stability on six fronts and maintain security in six areas. In addition, we helped inform the Central Committee’s decision making and the implementation of such decisions in relevant departments by engaging in consultations and providing suggestions during meetings and forums and on our mobile platform. We set up a fast track procedure for handling proposals, published a total of 249 issues of the Daily Report on Social Conditions and submitted 699 proposals.

组织覆盖34个界别的委员视察团赴湖北视察，在亲历亲见亲闻中受到深刻的思想教育和精神洗礼。广大委员在各条战线勇于担当，积极参与救治病人、科研攻关、稳企稳岗等工作，在特殊年份书写了特殊的“委员作业”。

We organized an inspection tour of Hubei Province for a team of National Committee members from 34 social sectors, which was a profound educational experience for all participants. CPPCC members demonstrated a great sense of responsibility as they worked bravely on different fronts of the fight against Covid-19, taking part in efforts such as treating patients, pursuing scientific and technological breakthroughs, and keeping business operations and employment stable. They thus completed many special assignments in what was an extremely unusual year.  

有效运用各种协商形式，发挥网络议政优势，确保在疫情防控常态化条件下履职活动不松、不乱、不断，全年举办重要协商活动23次，组织视察考察调研80项。

We conducted various forms of consultation and made full use of online consultation to ensure that National Committee members performed their duties in a rigorous, orderly, and consistent fashion while adhering to routine Covid-19 control measures. Over the past year, we held 23 consultation sessions and organized 80 inspections, surveys, and research tours.

聚焦制定“十四五”规划，以委员座谈会、视频调研会、形势分析会等形式进行研讨，在此基础上召开专题议政性常委会会议集中协商建言。

To facilitate the formulation of the 14th Five-Year Plan, we held discussion sessions in the form of committee members’ seminars, video conferences, and meetings to assess developments. Building on all this, the Standing Committee held a special meeting for engaging in consultations and offering suggestions in a focused setting.

就粤港澳大湾区创新合作、发挥文化建设在实施乡村振兴战略中的作用等开展专题协商，针对优化营商环境、防范化解重点领域金融风险、科技创新型企业发展、推进农业农村现代化、涉外法律人才队伍建设、支持多渠道灵活就业、黄河流域生态保护和高质量发展、草原生态环境保护、海洋资源保护与开发等重点问题调研议政。

We held special consultations on promoting cooperation on innovation in the Guangdong-Hong Kong-Macao Greater Bay Area and on advancing cultural programs in the implementation of the rural revitalization strategy. We also carried out surveys and deliberations on several key issues. These included improving the business environment, forestalling and defusing financial risks in key sectors, fostering innovative high-tech enterprises, modernizing agriculture and rural areas, training legal professionals well versed in international norms, supporting flexible employment through various channels, promoting ecological conservation and high-quality development in the Yellow River basin, protecting the environment and ecosystems of grasslands, and protecting and developing marine resources.

多形式助推打赢脱贫攻坚战，各专门委员会同各民主党派中央、全国工商联开展联合调研，通过视频连线地方政协委员和基层群众，联动协商建立解决相对贫困长效机制，实地进行“‘十四五’时期巩固西部地区脱贫成果”重点提案督办调研，发挥好协商式监督的作用。及时反映协商履职成果，报送各类政协信息2547期。共收到提案5974件，立案5044件。

We helped achieve victory in the critical battle against poverty in various ways. Special committees conducted joint surveys with the central committees of democratic parties and the All-China Federation of Industry and Commerce. We had video chats with members of local CPPCC committees and the general public, held tele-consultations on establishing a long-term mechanism to address relative poverty, and monitored the handling of key proposals on consolidating poverty alleviation achievements in the western region during the 14th Five-Year Plan period, as part of our consultative oversight role. We promptly reported the results of our consultative work, publishing 2,547 news bulletins on various issues. We received a total of 5,974 proposals, 5,044 of which were accepted and filed.

（三） 广泛凝聚共识，汇聚团结合作正能量。

3. Building broad consensus and creating positivity for unity and cooperation

继续完善谈心谈话、委员讲堂、重大专项工作委员宣讲团等载体，健全从党内到党外、从委员到界别群众的凝聚共识工作格局，推动人民政协成为在共同思想政治基础上化解矛盾和凝聚共识的重要渠道。

We created new and better ways of conducting open discussions, committee-member lecture programs, and awareness-raising tours for major and special tasks, enhanced the framework for building consensus inside and outside the CPC and among CPPCC members and people from different social sectors, and developed the CPPCC as an important channel for addressing conflicts and building consensus on our shared theoretical and political foundation.

全国政协党组成员邀请党外委员谈心300人次，面对面了解情况、沟通思想。举行10场重点关切问题情况通报会，开展11次以自我教育自我提高为主旨的委员专题视察。发挥委员影响力，举行14场重大专项工作委员宣讲活动，播出12期“委员讲堂”节目，面向界别群众和社会公众做好阐释政策、解疑释惑、引导预期的工作，相关节目和新闻报道浏览量超过2亿人次。

Members of the National Committee’s leading Party members’ group held talks with non-CPC members on 300 occasions to learn about their circumstances and have face-to-face exchanges. We held 10 briefings on major issues of public concern and 11 topic-specific inspection tours aimed at self-teaching and self-improvement. Leveraging the influence of our members, we arranged 14 awareness-raising tours for major and special tasks and hosted 12 committee-member lecture programs to explain policies to people from different social sectors and the general public, address concerns and doubts, and guide expectations. These programs and corresponding media coverage received over 200 million views.

对各民主党派以本党派名义提出提案、提交大会发言作出机制性安排，各民主党派中央、全国工商联均参与举办重要协商活动。召开少数民族界、宗教界主题协商座谈会，组织港澳委员情况通报会和座谈会，参与举办纪念台湾光复75周年主题展和第十二届海峡论坛·第三届两岸基层治理论坛，邀请新生代侨胞代表参加学习座谈、国内考察等。

We put in place institutional mechanisms for the democratic parties to present proposals and speeches in their respective names, and co-hosted major consultations with democratic parties and the All-China Federation of Industry and Commerce. We held special consultative forums for members from ethnic minority groups and religious groups. We organized briefings and forums for National Committee members from Hong Kong and Macao. We co-hosted an exhibition to mark the 75th anniversary of the recovery of Taiwan from Japanese occupation, as well as the third Straits forum on community-level governance as part of the 12th Straits Forum. We invited representatives of the young generation of overseas Chinese nationals to attend CPPCC study sessions and tours across China.

强化港澳委员政治责任，支持特别行政区政府和行政长官依法施政，鼓励港区委员围绕推动香港国安法制定实施等持续发声。

We helped National Committee members from Hong Kong and Macao build a stronger sense of political responsibility, and supported the governments and chief executives of the two regions in exercising law-based governance. We encouraged National Committee members from Hong Kong to issue statements calling for the enactment and enforcement of the National Security Law for the Hong Kong Special Administrative Region.

综合运用“云外交”和线下交流方式开展对外交往，针对美国所谓涉疆、涉藏、涉港等法案和涉疫反华议案及个别政客反华谬论，通过发表声明、组织座谈和委员接受采访等方式予以严正驳斥，支持中国经济社会理事会、中国宗教界和平委员会阐明我原则立场。

We engaged in foreign exchanges through both “cloud diplomacy” and offline interactions. Via statements, forums, and interviews with National Committee members, we denounced in the strongest terms US legislation concerning Xinjiang, Tibet, and Hong Kong as well as anti-China bills regarding Covid-19 and the falsehoods peddled by certain US politicians. We also supported the China Economic and Social Council and the China Committee on Religion and Peace in making clear China’s position and its principles on such issues.
